About The Hiring Department
ELIM is looking to welcome an Project Officer to join our Research and Evaluation Unit. The Research and Evaluation Unit is responsible for the design of research projects across various areas/sectors, project implementation and management of projects activities from contracting to report delivery. Our technical experts engage in office and field-based activities, designing and rolling out complex surveys for qualitative and quantitative data collection, utilising statistical to analyse large data sets, and interpret these to generate insightful reports on findings and recommendations.
About The Job
The Project Officer is a senior staff position reporting to the Research and Evaluation Manager. S/He should possess superior analytical abilities and knowledge of research techniques, excellent research and report-writing skills, high concentration levels, good task management, and superior problem solving and critical thinking skills. S/He will conduct research on a variety of socio-economic sectors including but not limited to Agriculture and Rural Development, Education, Finance, Health and Nutrition. The Project Officer must demonstrate a strong ability to work in a diverse team and keep up with fast-paced deliverables.
Specific Responsibilities
The Project Officer will work closely with the Research and Evaluation Manager in the implementation of her/his tasks. The responsibilities of this function include but are not limited to the following:
New Business Development (25%)
Research and Data Management (5%)
Assisting in the implementation of monitoring and evaluation projects with tasks including but not be limited to:
Supporting Open Data Kit (ODK) programming of questionnaires to Android tablet devices
Supporting survey instrument development
Project Coordination (20%)
Supporting the Research and Evaluation Manager in the implementation of monitoring and evaluation projects as necessary including:
Conducting desk-based research on key topics to support technical documents
Assisting in design and review all research plan including IRB Protocol, Manuals & Field Procedure Plans questionnaires as well. Also review final sampling as per the inception meeting with client
Assisting in designing ToR for recruitment of field staff
Recruitment of field staff
Develop in collaboration with admin the budget implementation plan
Develop data collection plan aligned with project timelines and budget
Follow up administrative and logistic aspects prior to, during and post field project deployments
Ensures occurrence of field-based data collection efforts from the office, with trips to the field as necessary
Field Work (50%)
. Assisting in conducting training of field staff
Support coordination of pilot exercise
Supervise data throughout data collection checking quality spot including follow up inconsistences and the number of interviews done against the defined survey sample
Continuous report throughout the project implementation
Write field report including results, challenges and lessons learned. As well other deliverables as per client request
Develop lessons learned based on specific projects
Necessary Qualifications
Applying candidates should have the following minimum qualifications and/or experience:
Degree in social science with higher level of literacy
A person with great organisational skills
Strong knowledge of county context and background of community development work
A professional worker with high integrity
Person who has ability to coordinate and lead staff
A community mobiliser who is outgoing and able to work with people from all walks of life’s
Adapt at queries, report writing and presenting findings
Excellent communication skills, both oral and written
Experienced in use of Tablet Devices and GPS’s
Higher level of computer knowledge using word, Excel, Power Point and others
Data Base Management:
For data collection applications-CSpro, Tangerina, ODK, Survey CTO, Survey Solutions, Kobo.
Statistical packages: Excel, SPSS, STATA.
