Emergency Project Manager Tempo Inteiro

The Norwegian Refugee Council (NRC) is hiring an Emergency Project Manager.

Background

This position is created for the operational part of the rapid response, where NRC is consortium lead and hold consortium manager position and technical expertise in cash and voucher as well as shelter and wash expertise. This role will be based in area office and focus on the delivery done by NRC in the consortia.

General Responsibilities

This position is responsible for the implementation of Rapid Response Mechanism (RRM) in the consortia led by NRC. It is reporting to the Area manager and supported by the program unit. The manager is responsible of management of the RRM teams in Pemba and Mueda for the emergency response.

• Line management responsibilities for directly reporting staff. This includes the
• Performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement
• Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff.
• Contribute to the development of Country, Area and Emergency strategies, initiate and participate in the development of relevant emergency and cash based projects.
• Coordinate and manage emergency and cash based project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
• Implement technical direction, ensure high technical quality of projects, and provide regular progress reports to the Area Manager.
• Develop and manage project budget and coordinate across Core Competencies (CCs).
• Ensure capacity building of project staff and transfer key skills.
• Liaise and collaborate with relevant local authorities and other key stakeholders.
• Promote the rights of Internally Displaced Persons (IDPs)/returnees in line with the advocacy strategy.
• Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the functions policies and procedures.

Specific responsibilities

• Develop and implement the digital voucher response, supported by the program team.
• Develop and implement pool fund for emergency response within the consortia together with the other partners
• This role is also lead and focal point for the RRM OCU (Coordination Unit) and report on NRC response in the consortia.
• Manage and lead capacity-building of the emergency team
• Actively monitors context developments and displacements to inform alerts
• Develop and update project management tools for emergency projects
• Manage emergency project budgets, prepare and regularly update spending plans, propose amendments if applicable;
• Provide inputs to donor reports for emergency projects.

What you will bring

Generic professional competencies: 

• At least 3 senior years in a humanitarian programming environment / in a senior level project management position;
• Previous working experience in implementing emergency programme cycle in complex, fragile, and volatile contexts;
• Knowledge and skills in cash-based programming and market analysis;
• Emergency response expertise, including Rapid Response Mechanisms (RRM) or Emergency Response Mechanisms (ERM) especially valuable experience from RRM mechanisms with localisation as part of the response.
• Fluency in English, Written and spoken.

Context/ Specific skills, knowledge and experience:

• Experience working in humanitarian context in Mozambique an asset;
• Knowledge of Portuguese is an asset.
• Experience in needs assessment, project monitoring and evaluation, and programme development;
• Strong leadership skills and a supportive management style;
• Experience of a flexible approach to managing and prioritizing a high and diverse workload;
• Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels.

What we offer

• Duty station: Pemba, Mozambique.
• Contract: 12 months, either national or international contract.
• Travel: 75%
• Salary/benefits: Grade 8 either national or international contract.
