Solidarités International launches external and internal recruitment for the Humanitarian Access Coordinator Assistant for Pemba.

Presentation of the Organization

Solidarités International (SI) is an international humanitarian NGO which, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters, responding to their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the number one cause of death in the world, SI interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Currently present in Mozambique since 2019, SI carries out emergency/ post-emergency programs in the WASH sector in the Cabo Delgado region.

Description of the position

The Assistant of the Humanitarian Access Coordinator assists the Humanitarian Access Coordinator in the establishment of a relevant security management system and in strengthening the understanding of Solidarites International about the current Mozambican context.

Main Tasks

Task 1: To assist in ensuring the implementation of security procedures through:

• The development and strengthening of a relevant network of formal and informal contacts to collect contextual and security information on a daily basis.
• The active and proactive monitoring and analysis of the political, security and geo-political contexts in the areas of intervention and country, in relation with relevant field teams.
• The participation to regular security assessment of Solidarités premises, working areas and potential new areas of intervention.
• The participation to the review of security processes and tools including: security plan (mission and base), evacuation plan, risk analyses.
• The participation to the security and contextual briefings of new arrivals on the mission.

Task 2: To support the internal coordination mechanisms through:

• The participation to internal coordination meeting upon request of the Humanitarian Access Coordinator and/or Country Director.
• The participation to the development of communication strategies for stakeholders.

Task 3: To represent the association to local administrative bodies through:

• The establishment and strengthening of positive relations with administrative bodies.
• Regularly meeting with representatives of the various administrative bodies, as often as needed to obtain documents or resolve related issues.
• The monitoring of local authorities’ expectations and request to ensure the association remains compliant with local regulations at all time.
• The preparation of all necessary reporting document to the authorities.

Task 4: To help fostering a qualitative internal information management of security and contextual issues through:

• The participation to security and other relevant meetings upon request from the Humanitarian Access Coordinator.
• The support in preparing minutes of meetings the Humanitarian Access Coordinator attends and/or leads.
• The redaction and mainstreaming of contextual, security and geopolitical analyses.
• The support in consolidating internal security follow-up documents.
• The filing and archiving of all relevant administrative documents of the mission in relation with local authorities.

Candidate Profile

• Studies: Bachelor’s degree (or equivalent) in Political Science, Administration or Social Sciences.
• Experiência: At least 1 year of similar previous experience with an NGO in Mozambique in the last 5 years (i.e. Liaison Officer, Security Officer…).
• Experience in dealing with local administration.
• Experience in tasks related to Information Management.
• Use of GIS, cartography and infographic software.
• Habilidades interpessoais: Honesty and sense of humor.
• Common sense and capacity for good judgment.
• Not reluctant to go to a less comfortable job and able to follow and promote culture and safety rules.
• Positive and dynamic attitude.
• Hablidades de infomatica: Good knowledge of MS Word and MS PowerPoint.
• Good knowledge of MS Excel, GIS software (i.e. Google Earth).
• Idiomas: Portuguese (mother/fluent language).
• English (good knowledge both written and oral).
• Swahili/Makonde/Makua/Mwani a plus (this will be tested and highly considered).

Transverse Competencies

• Concise, clear and direct to the point of explaining and presenting things, both orally and in writing.
• Very good narrative writing and analysis capacity.
• Ability to carry out representation missions, respect for cultural and social norms, educated and diplomatic.
