CARE Internacional, a development and humanitarian organization in Mozambique since 1986 with offices in more than 70 countries and part of a large international federation seeks to hire dynamic and experienced professionals, Humanitarian Team Lead based in Mozambique – Pemba, Cabo Delgado (flexibility based on projects demand).
CARE Mozambique has Emergency Preparedness and Response as one of its Strategic Objectives in its Business Plan. Under this Objective CARE aims for 10% of the affected population in targeted areas are reached through quality, gender responsive, locally-led humanitarian preparedness, response, and recovery assistance to increase self-reliance and resilience.
As a leading emergency responder in Mozambique, CARE’s humanitarian programming works to mitigate, prevent, and provide timely response and recovery interventions for humanitarian crises, epidemics, and rapid-onset disasters to meet the immediate basic needs of affected populations. CARE’s current emergency response projects are implementing in Cabo Delgado and Inhambane Provinces, but CARE is committed to responding in any of the 10 provinces of Mozambique under two pillars:
1. Emergency Response: CARE provides comprehensive life-saving emergency shelter, protection, food security, livelihoods, and WASH assistance to crisis-affected populations, ensuring that services are accessible and provided in an adequate, dignified, and safe manner. The majority of this programming targets some of the more than 1 million people affected by the conflict in Cabo Delgado, more than half of whom are Internally Displaced Persons (IDPs) in 2024.
2. Disaster Preparedness and Anticipatory Action: With Mozambique’s disaster risk profile including annual cyclones and flooding, CARE, with consortium partners, has established a multi-sectoral rapid response mechanism that can reach communities within a 72-hour period of notification of incident/need, while continuing to strengthen the capacity of community-led groups, government, and local partners in disaster preparedness and risk reduction and pre-positioning relief supplies to enable us to continue to be among the first on the ground after a disaster. Additionally, CARE promotes anticipatory action focusing on early warning systems, disaster risk reduction and building community resilience.
CARE promotes humanitarian partnerships at district, provincial and national levels, and actively coordinates with humanitarian donors and partners to jointly provide integrated, multi-sectoral emergency response programming to vulnerable communities and displaced populations. CARE coordinates closely with the Government’s National Institute for Disaster Management and Disaster Risk Reduction (INGD) and Agency for Integrated Development of the North (ADIN), as well as humanitarian and development actors, and sectoral clusters working to rebuild infrastructure and provide essential services.
The Humanitarian Team Lead will provide direct management and technical leadership to CARE’s emergency preparedness and response programming, oversee the delivery and growth of CARE’s humanitarian portfolio, and contribute to timely and accurate financial and program reporting. Working with the DCD-P, Technical Specialists and Program/Project Managers, and Heads of Department, the Humanitarian Lead will drive Program Quality through effective program/project management and integrated MEAL to ensure that all projects meet CARE, donor, and other international standards. The Humanitarian Lead will support the operationalization of the Humanitarian Partnership Platform (HPP) and coordinate CARE contribution to its development.
