CARE Internacional, a development and humanitarian organization in Mozambique since 1986 with offices in more than 70 countries and part of a large international federation seeks to hire dynamic and experienced professionals, Humanitarian Team Lead based in Mozambique – Pemba, Cabo Delgado (flexibility based on projects demand).

Job Summary

CARE Mozambique has Emergency Preparedness and Response as one of its Strategic Objectives in its Business Plan. Under this Objective CARE aims for 10% of the affected population in targeted areas are reached through quality, gender responsive, locally-led humanitarian preparedness, response, and recovery assistance to increase self-reliance and resilience.

As a leading emergency responder in Mozambique, CARE’s humanitarian programming works to mitigate, prevent, and provide timely response and recovery interventions for humanitarian crises, epidemics, and rapid-onset disasters to meet the immediate basic needs of affected populations. CARE’s current emergency response projects are implementing in Cabo Delgado and Inhambane Provinces, but CARE is committed to responding in any of the 10 provinces of Mozambique under two pillars:

1. Emergency Response: CARE provides comprehensive life-saving emergency shelter, protection, food security, livelihoods, and WASH assistance to crisis-affected populations, ensuring that services are accessible and provided in an adequate, dignified, and safe manner. The majority of this programming targets some of the more than 1 million people affected by the conflict in Cabo Delgado, more than half of whom are Internally Displaced Persons (IDPs) in 2024.

2. Disaster Preparedness and Anticipatory Action: With Mozambique’s disaster risk profile including annual cyclones and flooding, CARE, with consortium partners, has established a multi-sectoral rapid response mechanism that can reach communities within a 72-hour period of notification of incident/need, while continuing to strengthen the capacity of community-led groups, government, and local partners in disaster preparedness and risk reduction and pre-positioning relief supplies to enable us to continue to be among the first on the ground after a disaster. Additionally, CARE promotes anticipatory action focusing on early warning systems, disaster risk reduction and building community resilience.

CARE promotes humanitarian partnerships at district, provincial and national levels, and actively coordinates with humanitarian donors and partners to jointly provide integrated, multi-sectoral emergency response programming to vulnerable communities and displaced populations. CARE coordinates closely with the Government’s National Institute for Disaster Management and Disaster Risk Reduction (INGD) and Agency for Integrated Development of the North (ADIN), as well as humanitarian and development actors, and sectoral clusters working to rebuild infrastructure and provide essential services.

The Humanitarian Team Lead will provide direct management and technical leadership to CARE’s emergency preparedness and response programming, oversee the delivery and growth of CARE’s humanitarian portfolio, and contribute to timely and accurate financial and program reporting. Working with the DCD-P, Technical Specialists and Program/Project Managers, and Heads of Department, the Humanitarian Lead will drive Program Quality through effective program/project management and integrated MEAL to ensure that all projects meet CARE, donor, and other international standards. The Humanitarian Lead will support the operationalization of the Humanitarian Partnership Platform (HPP) and coordinate CARE contribution to its development.

Strategy and Planning (20%)

• Lead the continuous development of humanitarian interventions under the Country Program Strategy and ensure that all humanitarian actions are in line with strategy and CARE vision.
• Support development and updating of CARE`s Emergency Preparedness Plan (EPP) in coordination with the Emergency Response Team (ERT) and provide strategical technical assistance to Local Implementing partners (LIPs).
• Develop and monitor detailed operational plans for all emergency response related project activities in accordance with the overall Emergency Preparedness Plan (EPP) and other relevant emergency action and response plans in coordination with the SLT and relevant Project/Program Managers/Technical Specialists.
• Conduct structured and systematic review sessions for all humanitarian projects, including after action review, pause & reflect sessions, learning sessions, etc.
• Identify and Coordinate CARE and partner emergency capacity strengthening needs as and when appropriate.
• Ensure a localization strategy that builds the emergency and preparedness capacity of local partners through concrete capacity building plans founded on effective due diligence, monitoring, co-creation, and on-going technical support and collaboration as peer agencies.
• Strengthen collaboration and coordination with national, district and community level humanitarian actors including INGD, ADIN, SETSAN, the UN, Donors, Provincial and District Administrations etc, and play an active role in UN Clusters activation and activities.
• Identification and prioritization (continuous) of geographical areas for assessment and response, in close collaboration with Project/Program Managers/Technical Specialists.
• Ensure close coordination with DCD-P and Technical Specialists and Program/Project Managers to ensure cohesive links and integration across CARE emergency programming.
• Coordination with other Humanitarian actors including UN, I/NGOs, national and local government, to ensure coherence of response.
• Ensure close coordination with CARE’s Regional Humanitarian Coordinator (SA Region) and Thematic Technical Leads (WASH, Shelter, MEAL etc. and the Global Team).
• Ensure the DCD-P and Technical Specialists, Government and other relevant stakeholders are kept informed about emergency response progress, implementation and strategies, project plans, challenges, and other significant developments.
• Support establishment, operationalization, and Coordination of CARE`s Humanitarian Partnership Platform that is inclusive of different stakeholders like Donors, Local and International NGOs and Government.

Program Management and Leadership (20%)

• Management and leadership of the humanitarian portfolio under the direction of the DCD-P, and through direct supervision of Program/ Project Managers, Technical Specialists.
• Lead in humanitarian resource mobilization efforts, working hand in hand with DCD-P and Business Development Specialist ensuring that all CARE Mozambique Humanitarian actions are well resourced and visible.
• Ensure implementation of the Project Management Framework and all phases of the Awards Cycle (strong start up, BvA analysis, close out, donor communication/engagement, donor communication, monitoring and sense-making, project documentation) in line with Award Management Policy.
• In close cooperation with Operations and Finance, monitor overall program expenditure and budgets through regular / monthly Budget versus Actual (BVA) analysis, ensuring resources are optimally utilized and spending is in line with CARE`s financial procedures, award and donor requirements.
• Ensure that Humanitarian interventions are designed and implemented in line with CARE’s and international / core humanitarian standards and principles.
• Monitor the developing humanitarian emergency and adopt flexible and innovative approaches to adjust activities so they remain responsive to needs and commitments.
• Review ongoing targeting process and beneficiary selection process for emergency projects; and ensure appropriate beneficiary targeting and explore and assess new and better ways to meet local needs through localization of aid and conflict sensitivity integration across all projects.
• Ensure that different sectoral activities are implemented in a coordinated and integrated manner within the emergency response and with CARE’s development and resilience programs.
• Ensure Rapid Gender Analysis and other tools are key components of each project, to creatively address gender dynamics and inequalities.
• Conduct regular field visits to support staff and the overall implementation of the response;

Representation and Networking (20%)

• Together with DCD-P, lead CARE’s collaboration with other international organizations on emergency activities.
• Establish and maintain constructive working relationships with other I/NGOs, UN agencies, national and local government, INGD, bilateral and multilateral donors, and other principal stakeholders.
• Represent CARE and Humanitarian Partnership Platform in key emergency meetings in and out of country.
• Ensure representation of CARE and Humanitarian Partnership Platform in relevant sector working groups – food security, cash, WASH, Shelter/NFI etc.
• In close cooperation with national staff coordinate the forging or maintenance of constructive relationships with local authorities, other local government institutions and/or local NGO partners.
• Support the advocacy and communications efforts of the Country Office to ensure positive coverage and the timely provision of situation reports and fundraising material to the Country Director and other CI members.
• Ensure all information, publicity and fundraising material recognizes and respects the dignity of disaster victims; and.
• Support the DCD-P to inform CARE International Members (through the CD) of the emergency through regular updates and sitreps.

MEAL (15%)

• In coordination with MEAL Adviser, ensure robust monitoring, learning and accountability and reporting for all humanitarian interventions.
• Ensure that humanitarian related interventions data is updated in PRIIs and FAM.
• Ensure adequate monitoring, reporting and implementation of emergency response activities in accordance with CARE International’s humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.
• Together with the MEAL Advisor, oversee the planning, coordination, and implementation of MEAL for the humanitarian portfolio.
• Work with DCD-P, MEAL Advisor and M&E Staff to ensure M&E framework is maintained and M&E plans are being implemented, emergency response related data is being collected from the field and regular reports are being produced, stored, and archived efficiently.
• Ensure that relevant beneficiary data is collected, compiled, analyzed, and distributed and that relevant assessments are conducted; Ensure transparency and accountability tools, processes, and feedback and accountability mechanisms (FAM) to affected communities are in place.
• Ensure equal participation by all segments of the community, with regard gender, age, disability, cultural, religious, sexual orientation etc.
• Contribute to learning and knowledge management within each project and for the humanitarian portfolio, to raise the visibility of CARE’s humanitarian programming and its impact.

Human Resources (10%)

• Ensure all emergency personnel understand and carry out their duties in accordance with humanitarian principles, CARE`s core values and Principles, the Code of Conduct and SPHERE.
• Capacity building of project staff and other CARE partner staff to support Project Managers to effectively coordinate and manage emergency project implementation (activities, budget, M&E, and project documentation).
• Promote a productive work environment respectful of the Code of Conduct and PSEAH standards and practices.
• Create the conditions to ensure effective teamwork and morale. Ensure staff wellbeing is addressed.
• Provide appropriate and timely feedback to staff regarding their performance (as designated by DCD-P), including annual staff performance appraisals. Identify with their needs and opportunities for professional development.
• Develop and revise job descriptions and recruit qualified emergency staff (national).
• As necessary, review the structure and responsibilities of the emergency response team to ensure balanced staff responsibilities to avoid overload and/or burn out.

Safety and Security, and Logistics (10%)

• Ensure all emergency personnel understand individual and collective responsibilities for safety and security and comply with CARE Mozambique emergency procedures and regulations, including Journey Management
  Planning.
• Ensure that local partners have safety and security protocols in place including technical capacity building.
• In collaboration with the Safety and Security Manager, monitor the operational environment with respect to increased level of threat and advise the Country Office.
• Implement/develop systems to collect data and information on humanitarian context to inform flexible response and work closely with Safety Unit on access considerations.
• Ensure that emergency projects are in full compliance with CARE’s procurement rules, policies, and procedures as well international standards.
• Ensure with the project and procurement staff the development of procurement plans in line with Country Office Procurement procedures.
• Ensure the timely and appropriate establishment of all logistics infrastructure (warehousing / transport / distribution) and associated operating/ management/ monitoring systems.

Qualifications/ Experience/ Technical Skills

• Degree in Agriculture/Natural Resources Management, Rural Development, Disaster Management/ Climate change Management/ Social Sciences/ Development Economics, Gender Equality, International Relation or any related field.
• A master’s degree in relevant subject highly desirable.
• Minimum of 10 years of working experience at Senior level position in a humanitarian context and experience in complex emergencies and high-security environments.
• Essential experience in Crisis Response implementation/coordination/emergency response planning in similar contexts.
• Solid experience in staff management in a cross-cultural environment required; and.
• Relevant technical expertise/experience in some sectors of humanitarian programming such as Food security, resilience programing, WASH/shelter/NFI, protection/CVA etc.
• Proven ability to build external relationships with diplomacy, tact, and professionalism in a complex and demanding environment.
• Demonstrated ability to manage and support multi-sector programmes including operational planning and problem solving.
• Proficiency in common computer packages and financial software i.e., Word, Excel, Power Point.
• Strong written and spoken English and Portuguese.
