ELIM is recruiting for a WASH Specialist with at least a Master’s degree in public health, social sciences, behavior change communication, sanitary engineering or other specialist field related to WASH field.
The subject is a long-term programme in Mozambique anticipated in the first quarter of 2018. The programme seeks to provide Third Party Monitoring Services in WASH section with its activities to be implemented in Tete, Sofala, Manica, Inhambane and Gaza related to drought response.
This consultancy shall provide evidence-based information and data on programme implementation, namely progress and results achieved against plans, experienced bottlenecks or constraints, and quality of implemented activities.
The WASH Specialist will provide performance monitoring and evaluation of the programme to inform programme management and strategic direction.
Responsibilities shall be defined and discussed upon client’s solicitation.
Required Experience
Required experience and qualifications include (use the following as examples):
- Minimum of 5 years of professional experience in WASH related programmes at the international level some of which preferably in a developing country is required;
- Relevant experience in project development/evaluation and management in any development agency is an asset;
- Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in programme implementation;
- Past experience leading and building the capacity field-based staff, to meet programme needs and deliverables is desired;
- Extraordinary organizational, verbal and written communication skills to manage project communications and disseminate project information are required;
- Experience in and knowledge of the Mozambican WASH sector strongly preferred;
- Strong written and oral presentation skills in English and Portuguese required;
- Excellent quantitative and qualitative skills;
- Strong working knowledge of written and spoken Portuguese;
- Fluency in written and spoken Portuguese and English;
- Fluency in the study areas local languages is an asset.
