Background and Purpose of the Assignment

WFP Mozambique is preparing its new Country Strategic Plan (CSP) for 2027–2030 in a rapidly evolving global landscape marked by constrained humanitarian and development financing and shifting donor priorities. At the same time, Mozambique is facing a convergence of shocks, including climate-related events, conflict, and economic pressures, that challenge traditional multi-year planning and require more diversified, innovative, and strategic partnerships.

Building on progress achieved under the current CSP, the Country Office has strengthened its engagement with the Government of Mozambique and expanded collaboration with International Financial Institutions (IFIs) as part of an effort to diversify funding sources and enhance programmatic impact. This aligns with WFP’s corporate priorities to broaden partnerships with governments, IFIs, and knowledge actors to support countries in achieving the Sustainable Development Goals, particularly SDG 2 (Zero Hunger).

To consolidate and further advance these efforts, WFP Mozambique seeks a Partnerships Officer to support the analysis, cultivation, and strategic positioning of partnerships, with a particular focus on IFIs and Development Financial Institutions (DFIs). The incumbent will lead the identification of opportunities, support engagement planning, and strengthen WFP’s role in tripartite collaboration with government and financial institutions.

Working under the supervision of the Head of External Relations and in close coordination with management and programme teams, the incumbent will also contribute to the broader partnership’s portfolio. This includes maintaining relations with selected government donors and supporting overall resource mobilization and positioning efforts.

The role serves as a key enabler to position WFP as a credible and strategic partner, mobilizing policy support, financing, technical expertise, and innovative solutions to advance national priorities and WFP’s contribution to Zero Hunger.

Accountabilities/ Responsibilities

Under the overall supervision of WFP Mozambique Country Director, and under the direct supervision of the head of External Relations unit, the incumbent will perform the following tasks:

Strategic engagement with IFIs/DFIs and Government

• Lead the identification and prioritization of strategic partnership opportunities with International Financial Institutions (IFIs), Development Finance Institutions (DFIs), and government counterparts aligned with CSP (2027–2030) priorities.
• Refine and maintain a comprehensive mapping of IFIs/ DFIs at national and regional levels, including financing instruments, country strategies, pipelines, priorities, funding cycles, eligibility criteria and application processes.
• Lead the design and implementation of tailored engagement strategies for priority partners (e.g. World Bank, AfDB).
• Monitor relevant national and international processes (e.g. budget cycles, financing frameworks, policy developments, loan negotiations) and advise senior management on positioning and engagement options.

Partnership development and resource mobilization

• Lead the development of tailored concept notes, proposals, investment cases, and agreements, while supporting the refinement of WFP’s value propositions to inform CSP positioning and partner engagement.
• Establish and nurture relationships with key stakeholders, and contribute to coordinated engagement processes with UN agencies, government, and IFIs/DFIs to align WFP programmes with national priorities and address funding gaps.

Analysis, intelligence and knowledge management

• Proactively scan the development landscape, gather and analyze partner intelligence using corporate systems, and produce briefs on donor priorities, financing trends, and emerging opportunities relevant to WFP’s mandate.
• Capture lessons learned from missions and engagements, and support knowledge sharing across Regional Offices and HQ.

Broader partnerships portfolio and representation

• Maintain and strengthen relations with government donors and partners, facilitating partnership growth through tailored proposals and strategies, and develop partner profiles, outreach plans, and visibility approaches to maximize resources and policy influence while ensuring compliance with partner conditions.
• Support the preparation of high-quality briefing materials, presentations, talking points and visibility content to support external engagement and corporate dialogue.

Other

• Undertake any other duties as required in support of strategic partnerships objectives.

Deliverables

• Prioritized IFI partnership pipeline and mapping.
• Engagement strategies and positioning notes for priority IFIs and Government.
• Tailored value propositions for IFI opportunities.
• High-quality donor concept notes, proposals, and MoUs.
• Lessons learned and knowledge products from engagements and missions.

Desired experiences for entry into the role

• Strong understanding of government, IFI/DFI and donor strategies and priorities, with experience in developing multi-stakeholder partnerships across sectors.
• Applied understanding of IFI/ DFI and government donor priorities and internal capabilities to develop tailored value propositions.
• Knowledge of IFI structures, financing instruments and engagement mechanisms is desirable.
• Significant experience in identifying opportunities and contributing to the design of solutions with prospective partners, while maintaining long-term relationships across geographies, sectors and financing streams.
• Experience leading resource mobilization processes, including proposal development, agreement negotiation and strategic advice to senior management.
• Experience using corporate systems such as corporate systems Salesforce and Grants360.

Qualifications & Experience Required

• Education: A master’s degree or equivalent in one or more of the following disciplines: political science, economics, international affairs, public administration, social sciences, development studies, or any other field related to international development or humanitarian assistance.
• Experience: A minimum of seven years of professional experience in partnerships, including five years with IFIs.
• Knowledge & Skills: Strong understanding of international development and partnership frameworks. Ability to develop value propositions and support resource mobilization. Strong analytical, research and drafting skills (proposals, briefs, presentations). Ability to manage multiple stakeholders and meet tight deadlines, with strong communication skills in multicultural settings. Well-organized, proactive and collaborative.
• Languages: Proficiency/level C of English (requirement); Proficiency in Portuguese is desirable
