Summary:
Counterpart International is seeking a Procurement & Contract Specialist for an anticipated 5-year USDA McGovern-Dole Food for Education and Child Nutrition Program which aims to reduce hunger and improve literacy and nutrition among school-age students, especially girls. The Procurement Specialist will be responsible for applying procurement principles and procedures to ensure accuracy and completeness of acquisitions and ensure appropriate tracking and procurement filling system. This is a full-time position, reporting to the Finance and Administration Director at the field office in Maputo, Mozambique. The applicant should be a Mozambique national or have the legal right to work/reside in Mozambique.
Duties and Responsibilities:
· Responsible for finding goods and services at the best value regarding quality and price;
· Coordinate all purchasing needs for the project;
· Conducts price market research for upcoming procurements;
· Responsible to maintain an updated procurement tracking sheet;
· Maintain an updated database of project vendors;
· Soliciting bids and quotes from the potential vendor and ensuring accordance with project procurement protocols;
· Preparation of price comparison sheets, bid analysis, and selection memos;
· Participate in contract negotiations;
· Preparation and contract management;
· Manage the inventory;
· Other related tasks as required and directed by the Director of Finance and Administration;
· Ensure compliance with Counterpart and USDA rules and regulations, particularly with respect to financial and grant management.
QUALIFICATIONS:
Required
· At least 7 years’ experience in office management of international development activities with at least 4 + years of specific experience responding to procurement requests related to goods and services for project-related activities preferably for a USAID-funded project;
· Solid knowledge of procurement systems and procedures on donor-funded projects is highly desired;
· A high level of interpersonal and communication skills;
· Ability to work well in a team environment, project staff, and other beneficiaries;
· Ability to work under pressure and to meet tight deadlines, with minimum supervision.
· Excellent computer skills (Excel, Outlook)
· Fluency in Portuguese required; advanced knowledge of spoken and written English preferred.
· Must be extremely reliable, trustworthy, and a good team worker.
· Flexible in working hours.
Preferred
· Bachelor’s degree in a related field is preferred.
· Experience working for USDA programs.
· Strong sense of responsibility;
