Our Customer is the U.S. CENTERS FOR DISEASE CONTROL AND PREVENTION (CDC), which deals with International and Governmental Partners to improve the quality and capacity of the clinical laboratory workforce in order to fight the HIV/AIDS epidemic, amongst offices in Mozambique. Position Title: Project Manager (Full-Time Consultant)

Position Summary

• The American Society for Clinical Pathology (ASCP) is recruiting for a Program Manager consultant to work in Mozambique in support the PEPFAR program. ASCP is funded through a cooperative agreement with the U.S. Centers for Disease Control and Prevention (CDC) to implement laboratory strengthening activities in support of HIV care and treatment. The qualified candidate will ensure that ASCP’s training, mentorship and procurement activities are successfully managed, coordinated, implemented and monitored.  The Program Manager consultant will also provide assistance to the U.S.-based Country Manager and other staff and consultants in routine monitoring and reporting in order to successfully meet ASCP’s commitments to the cooperative agreement.

Roles

• Provide oversight in the organization of meetings, conference calls, and e-mail communications related to the implementation of ASCP projects in Mozambique;
• Work closely with CDC staff and governmental and civil society partners to plan and deploy projects related to the ASCP Mozambique work plan;
• Serve as ASCP representative and spokesperson during in-country trainings, stakeholder meetings, technical working group meetings, and other events in Mozambique;
• Provide on-site technical assistance and mentorship to clinical laboratories providing testing for HIV care and treatment;
• Generate written reports following high-level meetings, trainings, and trips;
• Serve as the lead logistics manager, and oversee work of administrative support consultants. Ensure the travel plans, hotel reservations, printings, procurements, vendor communications and training participants are communicated with in an effective and polite manner;
• Promote ASCP Center for Global Health products and services to stakeholders and potential consultants. Coordinator should be well-versed and able to accurately and articulately describe all training programs, technical assistance opportunities, and pre-service opportunities.

Responsibilities

• Collaborate with CDC-US and other in-country partners to obtain necessary approval for ASCP funded activities;
• Assist with coordination of activities associated with a national accreditation program and other projects as requested;
• Communicate with members of working groups, assessors, trainers, and participating laboratories to ensure compliance with, and coordination of, ASCP’s activities;
• Report on a regular basis to ASCP staff in Chicago regarding project progress, financial and budget-related information, challenges, successes, and future opportunities;
• Create site management files and ensure training and mentorship documents are created and stored.
• Workshop Planning, in collaboration with administrative personnel;
• Book site/lodging and food for meals and breaks for Accreditation Training Workshops.
• Coordinate printing of participant’s manuals;
• Gather all supplies needed for the workshops;
• Prepares written summaries of meetings and conference calls as requested;
• Supports the coordination and clearance of equipment, supplies and other items through customs;
• Provides event management support by working with logistical companies planning housing, transportation, meals and other logistical support for staff meetings and workshops.

Qualifications/Requirements

• Master’s degree or equivalent required in public health or medical laboratory science;
• 3+ years of laboratory experience (molecular biology background preferred);
• Language fluency in English and Portuguese is required;
• Requires excellent written and oral communication skills;
• Experience with effectively planning activities requiring approval from governmental representatives;
• Project management experience is required;
• Ability to work effectively both independently and as a member of a team;
• Must possess strong organizational and multi-tasking skills;
• Flexibility required, as occasional availability during early mornings and nights are required;
• Requires intermediate to expert-level knowledge of Microsoft Office programs, i.e., Word, Excel, and PowerPoint) and the ability to manage, track and generate project-related reports).
