Project Quality, Health, Safety and Environment (QHSE) Manager (Human Capital Moz) Tempo Inteiro

General:

The QHSE Manager reports to the Country QHSE Manager. He is responsible for the overall Project QHSE Program. In this capacity, he implements the Company Q-HSE Policy and provide leadership and direction in all HSE matters. He informs the Project Management, the Country QHSE Manager and of all HSE issues.

Detail of the specific tasks:

Responsibilities include but are not limited to:

• Ensuring field activities complies with company HSE Policy, Mozambican HSE legislation and International HSE codes and standards (as a minimum OHSAS 18001 & ISO14001);
• Developing local HSE standards, procedures, guidelines and working instructions in line with best international practice and standards;
• Assessing project specific HSE risks and defining plans to ensure optimum minimization of risk;
• Providing on site technical guidance; developing, implementing and providing appropriate training modules/programs with feedback reports on wide variety of HSE related topics for managers, supervisors & workers pertaining to safe work practices, safety in design, risk analysis/hazard management;
• Interfacing with sub-contractors and ensuring their HSE management system and security plans are aligned to the project specific needs, change proposals, regulatory compliance and consents;
• Coordinating and carrying out HSE workshops, training sessions for Company staff and contractors;
• Carrying out daily inspections; including field inspections, warehouse HSE inspections, health & hygiene inspection according to timetable;
• Incident/accident notification, investigation and reporting;
• Reporting and investigating near misses;
• Auditing of internal operations and contractors HSE contracts, sites and transportations;
• Analyzing HSE needs in all project’s sites and finds appropriate options to meet these needs;
• Organizing sensitization meetings on Safety, Security and the environment, and ensuring their follow-up;
• Coordinating relations with client and local authorities as far as HSE issues are concerned;
• Ensuring site safety Management and promoting the safety culture;
• Supervising the HSE Department and following-up HSE Officers’ activities;
• Coordinating site response actions in case of emergency;
• Preparation of all site generated safety reports required by the project and law;
• Reporting HSE daily, weekly and monthly activities to the QHSE Country Manager and to the Project Manager;
• Ensure that processes and procedures needed for the Quality Management System (QMS) in the project are defined, established, implemented and maintained;
• Working methodically to establish a clearly defined management system that all project staff can apply;
• Analyses data on the effectiveness of the QMS and evaluate where continual improvements of the QMS can be made. This shall include data generated as a result of monitoring and measurement and from other relevant sources;
• Coordinate continual improvements of the QMS, ensuring that evidence of corrective and preventive actions taken are recorded and reviewed.

Skills/Knowledge/Attributes:

• Experienced with implementing International Standards relevant to mining or oil & gas industry;
• Highly developed communication skills (oral, written, and presentation);
• High level of analytical ability where problems are unusual and difficult;
• Very high level of interpersonal skills to work effectively with others;
• Thorough knowledge of inspection practices and procedures;
• Excellent spoken and written English level. High perseverance and good communication skills;
• Familiar with computer usage for HSE data collection and performance reporting.
