General Objective

• The Programme Manager will be responsible for coordinating the implementation of WASH activities under several projects in Mueda district, leading and supervising the implementation of activities in the assigned area(s) of intervention.

Specific Objectives

Mission 1: Strategy development and policy compliance

• Leading the definition and operationalisation of the WASH strategy in line with ACF’s Charter, global policies, country strategy, Mozambican regulations, and international standards (SPHERE, WHO, etc.).
• Ensuring that the ACF WASH team and partner organisations supported by ACF have a clear understanding of the above-mentioned standards and guidelines.
• Ensuring timely reporting to donors and authorities.
• Promoting integration of the WASH sector with other sectors.
• Mainstreaming cross-cutting issues (HIV, gender and protection issues, disaster management, environment, disabilities, etc.) into WASH interventions.
• Observe sectoral trends and developments at national and sub-national level and anticipate. implications/opportunities for ACF in its area of intervention.

Mission 2: Needs assessment and project formulation

• Leading the identification and analysis of WASH needs of crisis-affected populations.
• Leading the design of WASH project components during proposal development, including logic models, budgets, procurement plans, and workplans.
• Ensuring assessments are properly designed (methodology, tools), conducted (team supervision, fieldwork), analysed, and documented.
• Ensuring programme design considers logistics, administration, partner capacities, and multisector integration.

Mission 3: Design, implementation, monitoring and reporting of WASH projects

• Ensuring high-quality implementation of WASH projects in line with logical frameworks, budgets, workplans, and ACF procedures and standards.
• Monitoring project progress through field visits, standard tools, and indicator tracking.
• Identifying technical constraints and proposing innovative solutions.
• Ensuring timely preparation of external and internal reports relating to his/her projects.
• Ensuring full compliance with donor visibility rules, safety measures at worksites, and availability of means of verification.
• Leading WASH budget monitoring (BFU), procurement planning and coordination with Logistics and Finance
• Coordinating with other sectors and departments within ACF in order to ensure rational use of resources and programme integration.

Mission 4: Programme quality and accountability assurance and impact evaluation

The WASH Programme Manager is responsible for:

• Ensuring accountability mechanisms are established and functional (complaint and feedback systems) and timely responses are provided.
• Ensuring monitoring activities (baseline and endline surveys, KAP surveys, PIM surveys, etc.) are carried out for relevant WASH projects.
• Facilitating internal and external evaluations, including organising joint monitoring visits and accompanying external evaluators.
• Promoting and contributing to learning and programme quality improvement.

Mission 5: External representation, sector-level coordination and partnership management

• Representing ACF in WASH Cluster meetings, donor visits, coordination platforms, and liaising with WASH actors, UN agencies and authorities.
• Identifying, assessing, and supporting partner organisations (NGOs, authorities, private sector) in line with ACF partnership policy.
• Providing technical coaching to partners to ensure quality WASH implementation, compliance with humanitarian principles, and timely reporting.
• Supporting partners in budgeting, forecasting, procurement requests, monitoring progress toward indicators, and drafting reports.

Mission 6: Supervise and manage the WASH team

• Defining team structure, participating in recruitment, and overseeing HR processes (job descriptions, tests, interviews).
• Leading team management through planning, coordination, motivation, conflict management, and regular meetings.
• Conducting staff performance appraisals and developing individual action plans.
• Identifying training needs and organising or facilitating capacity-building activities for the WASH team, requesting external support where needed.
• Ensuring technical support is provided to guarantee high-quality implementation of activities.

Mission 7: Knowledge capitalisation, technical development and programme compliance documentation

• Documenting lessons learned, innovations, and technical best practices and sharing them internally and externally.
• Ensuring systematic filing and archiving of all WASH compliance documents (beneficiary lists, distribution lists, reports, photos, completion certificates, etc.) for donor audits.
• Sharing media content (especially photos) related to WASH programmes with the communications department when required.
• Contributing to knowledge-sharing initiatives such as end-of-mission reports/debriefs, interviews, or technical notes.
• This list of responsibilities is not exhaustive. Some other responsibilities/tasks may be added, depending on the activities and after validation by superiors.

Skills & Experiences Required for the Position

Education level (if relevant) and experiences expected:

• Civil Engineering / Hydraulics / WASH or relevant fields.
• At least 3 years of work experience in the implementation of WASH projects in the humanitarian sector.
• Experience working in Cabo Delgado conflict-affected districts is a plus.

Technical skills:

• Solid knowledge of structures, civil construction projects, hydraulic and sanitation systems.
• Strong project management skills, including planning, implementation and reporting.
• Ability to prioritise activities, plan and estimate schedules and resources for technical projects.
• Experience in providing training and capacity-building to staff and external actors.

Transversal skills:
