Lugela Digital is hiring for its client a Construction Officer (Shelter & Infrastructure) in Pemba.

Background

We seek a qualified, experienced Construction (Officer Shelter & Infrastructure) (CO) to join its Project. The project seeks to increase social cohesion between communities and local authorities, i.e. government and police, through constructive dialogue, joint problem-solving and quick/rapid infrastructure projects (Q/RIPs) in Cabo Delgado, Mozambique. The Q/RIPs range from small-scale infrastructural development, i.e. rehabilitation of schools to water, sanitation and health (WASH) activities, i.e. boreholes, latrines and water storage systems.

There are multiple small constructions and water-development projects across Cabo Delgado. The CO will coordinate all these projects with the support of the logistics, operations and other staff to ensure all projects are implemented in line with the schedule. The overall function of the CO is to manage design construction plans and implement infrastructural rehabilitation and development projects, ensure quality, safety and sustainability and mitigate all social and environmental risks and vulnerabilities associated with ALPS development projects. Critically the successful candidate will be highly skilled at running multiple small construction sites simultaneously.

Duties & Responsibilities

• Public infrastructure rehabilitation and construction of public buildings and facilities (e.g., schools, clinics, police stations, markets, and government buildings.);
• WASH Water infrastructure rehabilitation (e.g., pipelines, boreholes, etc.); Hygiene promotion as an integral part of Shelter & WASH activities;
• Ensure that the infrastructural development component of the RDRP is informed by sound analysis. That contact with beneficiaries, target groups and representatives of authority’s consultations is gender and conflict sensitive;
• Lead the project team, whether staff or short-term consultants, in operational issues, ensuring human and financial resources optimisation;
• Undertake day-to-day management of the programme, including effective programme implementation and document progress towards the achievement of outputs;
• Ensure appropriate recording and accounting documentation as required by ALPS and preparation of required financial reports. Facilitate transparent financial management of the programme that can stand up to regular audits and evaluations;
• Prepare work plans and produce timely financial and progress reports as required by our donor reporting systems;
• Provide technical inputs to the design and formulation of project proposals and initiatives related to community engagement, social cohesion and peacebuilding in Cabo Delgado, Mozambique;
• Demonstrable experience in carrying out rapid needs assessments, designing and starting up programming;
• Assess the operationally relevant social conflicts, community tensions, risks and impacts that may arise about the project design and implementation of the Q/RIPs;
• Excellent technical knowledge of shelter standards and principles with demonstrated capacity to develop effective responses/modalities to identified shelter needs and by the relevant frameworks.

Knowledge & Experience

• Advanced degree in Engineering (Structural, Civil or Environment Engineering) or Construction Management, particularly in community-based construction programs;
• Experience in Fieldwork amongst project-affected people, including internally displaced persons (IDPs), is an advantage;
• Experience working in humanitarian and conflict areas/ related work is an advantage;
• Experience in liaison and coordination with government, multilateral and bilateral donors on designing and implementing shelter and infrastructure programs;
• Mozambican nationals/residents preferred with professional levels of Portuguese and English;
