1. Background Overview of IPPF
IPPF is a global service provider and a leader advocate of sexual and reproductive health and rights (SRHR) for all. IPPF provides SRHR services in 172 countries and runs approximately 65,000 service points worldwide. It seeks influence governments and other key decision-making bodies make policy and legislative changes that support or defend SRHR. IPPF also conducts a range of education, awareness and empowerment programmes that supports its key mandate of SRHR for all.

International Planned Parenthood Federation (IPPF) works in 170 countries to empower the most vulnerable women, men and young people to access lifesaving health services and programmes. Supported by millions of volunteers and 3,000 staff, IPPF Member Associations (MAs) are autonomous, local non-profit organizations that provide sexual and reproductive health (SRH) information, education and services through 46,000 service delivery points, delivering 208.6 million sexual and reproductive health services across the world in 2017. Services provided include contraception, abortion care, maternal and child health and STI and HIV/AIDS prevention and care.

2. Purpose Reason the project is taking place
In partnership with UK Department for International Development (DFID), IPPF is currently implementing the Women’s Integrated Sexual Health (WISH) flagship family planning programme to deliver 20% of the UK’s Family Planning global commitments. With a value of over £200 million over three years, the programme’s service delivery budget is set to deliver an additional 2.8m – 4.1m family planning users by end 2020. In working across Africa and Asia to provide a comprehensive package of sexual and reproductive health and rights (SRHR), the programme has a primary focus on increasing the number of additional Family Planning (FP) users alongside reducing maternal mortality and improving access to safe abortion. The priority populations include youth and some of the poorest and marginalised in society.
The objectives of the consultancy services are to develop
(i) a SBCC strategy that addresses young people, male engagement, poverty and disability in Mozambique in relation to family planning and SRHR.
(ii) Identify the norms in society which prevent uptake of family planning in Mozambique and shape the strategy to address these norms.m
(iii) The SBCC strategy will provide a comprehensive approach that responds to audience needs and the context of the challenge(s) to be addressed, it will develop a memorable identity and theme for all messages and activities, and outlines plans for implementation, monitoring and evaluation.
The purpose of the consultancy is to contribute to the social and behaviour change communication component of the project which aims to work closely with community health workers (CHWs). The CHWs are currently working with IPPF Member Associations as a part of the WISH programme. The capacity of member associations of partner countries varies greatly within the country.
The strategy needs to focus heavily on how CHWs work within Mozambique to address these challenges.
The WISH project seeks the services of a consultant to support the process of developing a SBCC strategy which aims to:
• Changing or positively influencing social norms in support of long-term, sustainable healthy and gender equitable behavior change at the individual, household and community level
• Fostering long-term, normative shifts in behavior in support of increasing the uptake of family planning and gender equitable norms
• Enhance awareness amongst men and women, boys and girls at household level and on a wide scale, the community, regarding gender norms, SRHR andfamily planning.
• Challenge and promote positive change towards the identified gender norms, values and practices among target groups (men and women, boys and girls at households and community, traditional leaders and other local leaders), leading to informed decision-making, modified behavior, and acceptance of gender equitable norms.
• Stimulate community dialogue and action towards uptake of family planning and sustained acceptance and practice of behaviors and gender equitable norms at community level in order to advance women and girls’ empowerment.
The SBCC consultant will work on the following product to be produced:
• SBCC Strategy
• Examples of Worksheets for HCWs to be included
• Timeline for the strategy implementation
• Literature review
• Some focus group discussions to inform the strategy
• At least 3 – 4 stakeholder consults
• The strategy must be in English and Portuguese
3. Roles and responsibilities
Contractor’s specific roles and responsibilities:
• Develop strategy in English/Portuguese with dual translation
• Stakeholder consultation (assessing some of the country needs) – with at least three countries and hub team
• X number of focus groups
• Programme/Project management
• Ensure all materials are developed and ready by project wrap up
IPPF and AMODEFA specific roles and responsibilities:
• Provide access to IPPF Systems, process and policy documentation
• Take appropriate strategic decisions as required and in a timely manner to facilitate the delivery of the project deliverables
• Take appropriate steps to ensure access to relevant decision makers
• Support the Project Manager in achieving agreed outcomes by providing appropriate guidance and direction to Secretariat staff

6. Contractor requirements
Professional qualifications:
• Advanced qualification in development communication with experience in social and behaviour change communication
Experience required:
• Over 10 years of experience in training in SBCC
• Firm or consultant(s) with relevant technical knowledge, skills and extensive work experience in: designing SBCC strategy, messages, tools and materials, training modules, plans including media plans, as well as in capacity building, implementation including media buying and M&E
• Previous experience in designing and developing SBCC strategies
• Experience in undertaking similar work local (community) level experience.
• Knowledge of family planning
• Good facilitation skill and able to accommodate different view of participants, understanding and experience.
• Good written and verbal communication skills in English with the ability to work in Portuguese
