The Norwegian Refugee Council (NRC) is hiring a Cash and Voucher Specialist Mozambique Pemba.
The Cash & Voucher Specialist position holder is responsible for leading the design, development and implementation of programmes, with a primary focus on Emergency Response (RRM) using market based approach, including cash and voucher assistance (CVA). The post holder will support the institutionalization of market-based approaches in Mozambique, within Rapid Response Mechanism Consortium (RRM-Mozambique). The RRM Consortium, despite the challenging cash policy context, has a high ambition level in promoting ethical, effective, efficient, and large-scale market-based programming, either separately (through a ‘basic needs’ approach, e.g. multipurpose cash) or as a modality to achieve sectoral outcomes (e.g. market-based approaches for Shelter, etc). As such, the position holder is required to lead technical negotiations with the government and influence policy.
The position holder will provide technical leadership on Cash and Voucher assistance and where applicable, Market Systems programming, with a focus on Emergency Response (RRM) within NRC and extended in an advisory role for the MOZ RRM Consortium partners.
