The International Growth Centre (IGC), in collaboration with the Ministry of Economy and Finance (MEF) in Mozambique, is conducting research and policy engagement related to the implementation of carbon pricing and potential responses to the European Union’s Carbon Border Adjustment Mechanism (CBAM). As the European Union prepares to enforce the CBAM in 2026, Mozambique must anticipate and adapt to the implications this may have on its exports, development strategy, and environmental commitments.
To support effective engagement and coordination with government stakeholders, the IGC Mozambique office seeks to recruit a part-time consultant to act as a liaison between the IGC and the Government of Mozambique, including The Ministry of Agriculture, Environment and Fisheries, Ministry of Planning and Development, Ministry of Finance and relevant sectoral ministries.
The consultant will serve as the primary point of contact between the IGC and the Government of Mozambique for all matters related to the CBAM project. The main objective is to ensure regular and productive engagement with government counterparts, follow-up on agreed project milestones, and facilitate the dissemination and uptake of IGC research and policy recommendations.

The consultant will be contracted by the IGC Mozambique office on a part-time basis. Remuneration will be commensurate with qualifications and experience. The consultant is expected to be based in Maputo, with flexible working arrangements.
