Job Profile

Counterpart International is currently seeking an experienced Director of Operations for a 5-year USDA McGovern-Dole Food for Education and Child Nutrition Program which aims to reduce hunger and improve literacy and nutrition among school-age students, especially girls, in Maputo Province, Mozambique.

Primary Responsibilities

The Director of Operations will be responsible for maintaining Counterpart’s administrative integrity, ensuring efficient logistics of office operations warehouse, and preparing all necessary reports in accordance with local government regulations, Counterpart International policies and procedures, and donor (USDA) requirements throughout the life of the program. The Director will be responsible for driving best practices in fleet management, human resources, procurement, grants and administrative management within the project.

Specific responsibilities include but are not limed to

• Establishing and overseeing procurement, grants, contracts, admin, HR management systems and fleet management and controls;
• Reviewing Counterpart Field Operations Manual, Procurement Manual, Grants Manual, and other relevant documents, ensuring their adequacy to the project context;
• Providing regular training to the project staff on tools, policies, and procedures;
• Working with D.C. team to develop the Field Human Resources Manual and update it as necessary;
• Ensuring that recruiting processes are consistent and streamlined, and establishing a filing system to hold all records (maintaining electronic and hard copy files);
• Overseeing development of key Human Resources policies, ensuring adherence to local labor laws;
• Overseeing the procurement processes for service provider agreements, contracts, partner sub-awards, and any local sub-grant awards;
• Providing training and technical assistance in commodity management to the project staff and other relevant teams/parties;
• Establishing, collecting, examining, and analyzing records, policies, operating practices, documentation, and transactions; preparing and presenting audit reports;
• Recommending opportunities to strengthen the internal control structure and assisting with corrective action planning;
• Supervising day-to-day operations of the Admin, Procurement, and HR teams;
• Overseeing the inventory of the program equipment according to the regulations of Counterpart International and the donor;
• Uphold Counterpart’s policies and regulations and to also ensure operations are conducted within Mozambican legislation;
• Coordinating with the senior management team, to ensure all admin, grants, procurement, and HR operations are executed within the project budget;
• Coordinating commodity distribution to ensure timely and efficient delivery to targeted schools;
• Any other duties as assigned.

Qualifications

Education

• Bachelor’s degree in Business Administration, Supply Chain Management, or a related field. Master’s in related field will be preferred.

Experience

• A minimum of 10 years of progressive operations, administration, procurement, and grants management experience in international development projects;
• At least 4 years of experience with warehouse/commodity management of a USG-funded contract or cooperative agreement;
• Demonstrated working knowledge of USG rules and regulations, particularly code of federal regulations related to procurement, contracts and grants;
• Proven experience in managing large ($10m+) projects;
• Demonstrated ability to set up and implement administrative and HR management software for development projects;
• Demonstrated ability to implement a warehouse/commodity management system for development projects;
• Strong analytical and computer skills, especially with commodity tracking software, spreadsheets, and data analysis;
• Demonstrated working knowledge of USG rules and regulations, particularly code of federal regulations 2 CFR 200 and 2 CFR 2900;
• The applicant should be a Mozambique national or have the legal right to work/reside in Mozambique.

Languages

• Fluency in Portuguese required;
• Excellent oral and written communication skills in English required.
