Job Profile

Counterpart International is currently seeking an experienced Finance Manager for a five-year USDA McGovern-Dole Food for Education and Child Nutrition Program. The program aims to reduce hunger and improve literacy and nutrition among school-age students, especially girls, in Maputo Province, Mozambique.

Primary Responsibilities

The Finance Manager will be responsible for maintaining Counterpart’s financial integrity, preparing all financial reports efficiently and in accordance with generally accepted accounting principles (GAAP), local government regulations, Counterpart International policies and procedures, and donor (USDA) requirements throughout the life of the program. The Finance Manager will be responsible for driving the best practices in financial management within the project.

Specific responsibilities include but are not limited to:

• Reviewing Counterpart Field Finance Operations Manual, Procurement Manual, Grants Manual, Accounting QuickBooks Manual, and other relevant documents, ensuring its adequacy to the project context;
• Providing training and technical assistance in financial management to any local sub-grantees;
• Collaborate with program managers to develop and monitor program budgets;
• Develop and manage the annual budget process;
• Establishing, collecting, examining, and analyzing records, policies, operating practices, documentation, and transactions; preparing and presenting audit reports;
• Recommending opportunities to strengthen the internal control structure and assisting with corrective action planning;
• Coordinating monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations;
• Supervising day-to-day operations of the Finance team team;
• Monitoring program burn rate and supporting the development of pipelines, burn trackers, accruals, and spending projections;
• Overseeing payroll procedures for national staff, and monitoring employee timekeeping;
• Preparing monthly financial reports, ensuring all vouchers are uploaded to the records repository, and overseeing QB database;
• Any other duties as assigned.

Qualifications

Education

• Degree in Accounting or Finance.

Experience

• A minimum of 7 years of progressive financial and grants management experience in international development projects;
• At least 3 years of experience with financial management of a USG-funded contract or cooperative agreement;
• Demonstrated working knowledge of USG rules and regulations, particularly the code of federal regulations 2 CFR 200 and 2 CFR 2900;
• Proven experience in managing the finances of large ($10m+) projects;
• Demonstrated ability to implement a financial system for development projects;
• Strong analytical and computer skills, especially with accounting software (including QuickBooks), spreadsheets, and financial analysis;
• The applicant should be a Mozambique national or have the legal right to work/reside in Mozambique.

Languages:

• Fluency in Portuguese required;
• Excellent oral and written communication skills in English required.
