Overall Job Purpose

Under the direct supervision of the Senior Programme Coordinator, the Food Security and Livelihoods (FSL) Manager is responsible for leading, managing, and coordinating all Food Security and Livelihoods programming within Johanniter International Assistance (JUH) in Mozambique. The FSL Manager ensures the effective design, implementation, monitoring, and quality assurance of multi-sectoral FSL activities that are integrated with Health, WASH, Peacebuilding, and Disaster Risk Management (DRM) components, in accordance with JUH’s strategic direction, donor requirements, and international humanitarian and development standards.

The FSL Manager provides technical leadership and strategic guidance across the FSL portfolio, which encompasses food assistance, agricultural livelihoods, livestock support, income and market-based programming, climate resilience, and community-based peacebuilding and disaster risk reduction. The role ensures that FSL programming in Cabo Delgado Province is evidence-based, conflict-sensitive, gender-responsive, and firmly grounded in the realities and priorities of affected communities. Responsibilities include programme team management, budget oversight, logistical coordination, partner support, implementation of activities for both JUH and partner organisations, and monitoring of performance indicators and beneficiary feedback mechanisms.

The FSL Manager plays a pivotal role in building strategic partnerships with government authorities, donors, UN agencies, and civil society actors, and contributes actively to FSL sector coordination at provincial and national level. The role supports the development of new funding opportunities and programme designs, champions adaptive management and organisational learning, and ensures that JUH’s FSL programming makes a measurable, sustainable contribution to the resilience and wellbeing of conflict-affected and disaster-exposed communities in northern Mozambique.

What you will do

2. Leadership

• Provides day-to-day supervision, technical mentorship, and management support to FSL, Livestock, and DRR Officers and Assistants, ensuring clarity in roles and responsibilities and that performance expectations are consistently met.
• Fosters a positive and collaborative team environment, encouraging innovation, knowledge sharing, and teamwork among FSL staff and across programme sectors.
• Assist in the recruitment process for FSL programme positions, ensuring the selection of qualified and competent staff with the technical expertise and commitment required to deliver high-quality FSL programming in a complex humanitarian context.
• Implements JIA policies and their adaptation to local conditions to meet the specific needs of the programme region, ensuring that FSL approaches are contextually appropriate, technically sound, and practically feasible.
• Takes responsibility for the strict implementation, application, and adherence to Johanniter Security Rules, Guidelines, and Standard Operating Procedures (SOPs) in the project region, prioritizing the safety and security of all FSL staff and stakeholders during field activities.

3. Provision of technical, administrative and management support

• Participates actively in the strategic planning process for the Development and Resilience Programme, identifying opportunities for FSL programme growth, innovation, and improvement and contributing technical expertise to programme design processes.
• Assists the Senior Programme Coordinator in identifying new funding opportunities for FSL programming, including conducting donor mapping and leading or contributing to the development of high-quality project proposals and concept notes for submission to donors.
• Stays updated on FSL sectoral trends, research, and emerging best practices to ensure that JIA’s programming remains innovative, relevant, and aligned with global standards for food security, livelihoods, resilience, peacebuilding, and disaster risk management.
• Ensures close working relationships with technical coordinators and programme teams to develop new FSL programme designs that address local needs and leverage local resources and capacities for sustainable development.
• Engages with local stakeholders, government authorities, and communities in the strategic planning process to ensure that FSL programming aligns with local priorities, builds community ownership, and is grounded in participatory approaches.
• Provides accurate, complete, and up-to-date information for effective strategic and tactical planning in the FSL sector, and facilitates workshops, training sessions, and programme review meetings for FSL professionals, community volunteers, government staff, and other team members.

4. Project management and implementation

• Leads and coordinates the implementation of multi-sectoral FSL programme activities, ensuring synergy and integration across Food Security and Livelihoods, Livestock, Health, WASH, Peacebuilding, and Disaster Risk Management components.
• Develops and maintains detailed work plans that align with programme objectives, timelines, and deliverables, in accordance with donor agreements and JIA policies.
• Continuously monitors programme performance using established indicators, ensuring adherence to approved budgets, implementation timelines, and quality standards throughout the project cycle.
• Proactively identifies and addresses implementation challenges, including risks related to conflict, insecurity, climate hazards, and natural disasters, ensuring timely development and implementation of mitigation actions.
• Ensures the integration of cross-cutting issues including gender equality, social inclusion, climate change adaptation, and conflict sensitivity into FSL programme design and implementation at all levels.
• Manages project implementation in strict compliance with donor requirements and JIA standards, ensuring that all necessary support functions, including monitoring, logistics, finance, and administration, are in place to facilitate smooth and accountable programme delivery.
• Collaborates closely with the Finance Team and Senior Programme Coordinator to revise and update project plans and budgets as needed, ensuring accurate financial management and budget adherence across the FSL portfolio.
• Establishes and maintains strong working relationships with donors, government authorities, and key stakeholders for emergency, rehabilitation, and development FSL programmes, in close coordination with the Senior Programme Coordinator and Country Director.
• Reports regularly to the Senior Programme Coordinator on FSL project progress, including any risks, delays, or challenges encountered during implementation, and recommends appropriate corrective actions.
• Develops and implements a preparedness plan for potential disasters or crises with FSL implications, based on the specific country context and emerging risks in Cabo Delgado Province.
• Leads the implementation of beneficiary feedback mechanisms in close coordination with the PMEAL Manager and team, ensuring that lessons learned are systematically integrated into ongoing project design and future FSL programming.
• Provides technical support in FSL project development and management to local and international partners, ensuring the quality and effectiveness of their contributions to programme delivery.
• Prepares timely, accurate, and concise internal and donor reports on FSL programme activities and outcomes, in line with agreed schedules and donor reporting requirements.

5. Monitoring, Evaluation, Accountability, and Learning

• Works closely with the PMEAL Manager and team to track progress against FSL project indicators, conducting regular field visits to monitor programme activities and gather feedback from beneficiaries and community members.
• Ensures FSL project data is systematically collected, analysed, and used for evidence-based decision-making, adaptive management, and donor reporting.
• Ensures that FSL projects are implemented in accordance with designated log frames and indicators, in close coordination with the Senior Programme Coordinator and PMEAL team.
• Facilitates internal evaluations, lessons-learned exercises, and donor-mandated assessments to ensure that findings inform programme adjustments, improvements, and future FSL design.
• Promotes a culture of accountability and learning across the FSL team, ensuring that community feedback mechanisms are operational, accessible, and responsive to the concerns of beneficiaries and affected populations.
• Ensures that all FSL programme data, beneficiary figures, and activity outputs are entered accurately and timely into JIA’s information management systems and relevant cluster or government databases as required.

6. Representation, liaison and coordination

• Serves as JIA’s primary technical liaison for FSL coordination with local government authorities, UN agencies, international and national NGOs, community stakeholders, and other relevant humanitarian and development actors in Cabo Delgado Province.
• Participates actively in FSL, food security, livelihoods, and DRR cluster and coordination meetings at provincial and national level, representing JIA’s programme objectives and fostering collaboration with key partners and stakeholders.
• Builds and maintains strong, trust-based relationships with community leaders, government officials, and partner organisations to ensure meaningful community engagement and the long-term sustainability of FSL programming.
• Represents Johanniter International Assistance to relevant FSL project stakeholders, including partners, government representatives, donors, and other humanitarian actors, in a professional, credible, and constructive manner.
• Expands JIA’s network with relevant stakeholders from civil society, government, academia, and the private sector within the context of FSL and resilience programming in Mozambique.
• Coordinates with all departments within JIA, including PMEAL, Finance, Logistics, Communications, and Human Resources, to ensure integrated and coherent programme implementation.
• Accompanies visiting donors, JIA Head Office staff, journalists, and technical advisors to FSL programme sites, providing accurate and engaging briefings on programme progress, achievements, and challenges.

7. Needs assessments

• Leads and participates in the conduct of FSL service availability mapping to inform evidence-based FSL, Livestock, and DRR interventions, including the siting of service delivery locations and the determination of necessary FSL and DRR supplies, inputs, and equipment.
• Leads and conducts needs assessments and situation analyses to identify gaps and opportunities for FSL, Livestock, DRR, and peacebuilding interventions, and contributes to the development of project proposals based on assessment findings and identified needs.
• Ensures that all FSL assessments are participatory and inclusive, incorporating the perspectives of beneficiaries, women, youth, persons with disabilities, and other vulnerable groups, as well as community leaders and government stakeholders.
• Analyses FSL assessment data to inform programme design and decision-making, and ensures that assessment findings are documented, disseminated, and applied in future FSL programming.
• Plays a key technical role in JIA’s humanitarian response to slow and sudden-onset emergencies with FSL implications in existing or new areas of operation, including leading rapid FSL needs assessments and delivering timely and efficient emergency and resilience FSL activities.

8. Human Resource management

• Ensures compliance with JIA’s Code of Conduct, leadership policies, and organisational policies across the FSL team, and actively prevents and combats breaches of the Johanniter Code of Conduct, including corruption, fraud, and sexual exploitation, abuse, and harassment (SEAH).
• Line manages FSL Officers, Livestock Officers, DRR Officers, and Assistants, equipping them with the necessary work tools, job aids, and technical guidance to fulfil their responsibilities effectively.
• Participates in the recruitment, hiring, and onboarding of FSL and DRR staff in accordance with the HR plan, ensuring that induction processes effectively orient new staff to JIA’s values, policies, and programme context.
• Assesses staff training needs across the FSL team, develops a capacity development plan, and participates actively in staff capacity-building initiatives.
• Conducts regular staff performance appraisals and, together with the Senior Programme Coordinator, develops and guides performance improvement plans where needed.
• Implements HR policies and procedures in collaboration with the HR department, including managing staff leave, attendance, and disciplinary matters in line with JIA policies.
• Supports the capacity development of junior technical staff and community-level volunteers through training, mentorship, and coaching to ensure effective and dignified programme delivery at community level.

9. Reporting

• Collects and compiles weekly updates, monthly progress reports, and quarterly and annual donor reports for the FSL programme, ensuring that all reports are duly reviewed by the PMEAL team and Senior Programme Coordinator before submission.
• Coordinates with FSL field staff to gather necessary programme data, reviews and verifies data accuracy ahead of reporting, and ensures the timely and accurate reporting of all FSL programme activities and outcomes.
• Participates in the preparation of FSL programme presentations and reports for donors, government counterparts, JIA Head Office staff, and other stakeholders as required.
• Maintains a comprehensive and up-to-date database of FSL programme activities and achievements, conducting periodic analysis of programme data and generating analytical reports as guided by the project log frames and reporting requirements.
• Performs any other reporting-related duties assigned by the Senior Programme Coordinator or management from time to time.

What you bring

• Bachelor’s or Master’s degree in Development Studies, Agriculture, Agricultural Economics, Rural Development, Food Security and Nutrition, Environmental Sciences, Social Sciences, International Relations, or a related field.
• A minimum of 5 years of experience in managing FSL and resilience programmes in humanitarian or development contexts, with at least 2 years in a managerial or coordination capacity with responsibility for leading a technical team.
• Demonstrated experience in the design, implementation, and management of integrated FSL programmes encompassing food assistance, agricultural livelihoods, livestock support, market-based programming, income generation, and community resilience activities.
• Proven ability to lead multi-sectoral teams and manage complex, integrated programmes spanning FSL, Health, WASH, Peacebuilding, and Disaster Risk Management components.
• Demonstrated experience in FSL needs assessments, food security analysis, market assessments, and livelihoods baselines, including both quantitative and qualitative data collection and analysis methodologies.
• Experience in integrating climate change adaptation, gender equality, social inclusion, and conflict sensitivity into FSL programme design, implementation, and monitoring.
• Experience of working with international humanitarian and development donors (EU/ECHO, GFFO, BMZ, NORAD, OCHA, WFP, UNICEF, FAO, and similar) and knowledge of their specific FSL programming and reporting requirements.
• Knowledge of English and Portuguese languages is essential (oral and written). Knowledge of Swahili or local languages of Cabo Delgado Province is an asset.
• Experience working in fragile, conflict-prone, and humanitarian emergency settings, preferably in Cabo Delgado Province or similar settings in sub-Saharan Africa.
• Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, within and outside Johanniter.
