Overall Job Purpose

Under the supervision of the Program Manager – Resilience and Development, the FSL (Food Security and Livelihoods) Officer (Agronomy) will play a critical role in supporting the design, implementation, and monitoring of agronomy-related interventions within the Resilience and Development program. This position aims to enhance agricultural productivity, promote climate-smart agriculture, and improve food security for targeted communities. The Officer will be the focal point on the ground for Johanniter to help coordinate and collaborate with local authorities when required and will work closely with farmers, stakeholders, and local government authorities to ensure effective delivery of sustainable agronomic practices.

What you will do

1. Strategy and Vision

• Actively support the values of Johanniter and thus shapes the country programme accordingly
• Support the development and implementation of the country strategy in line with JIA strategy
• Support the development of long-term programming as well as exit strategies

2. Leadership

3. Technical responsibilities:

• Leads the design and implementation of sustainable agronomic practices, focusing on improved farming techniques, soil health, pest management, and climate-resilient crops
• Supports the identification and introduction of new agricultural technologies and crop varieties that align with community needs and environmental conditions
• Provides on-the-ground technical support and training to smallholder farmers on best agronomic practices, including seed selection, land preparation, planting, and post-harvest handling
• Develops and facilitate farmer field schools, workshops, and extension services to enhance knowledge and skills in sustainable farming and climate adaptation techniques
• Provides tailored technical guidance to farmer cooperatives and local agribusinesses to improve production, processing, and market access
• Collaborates with relevant stakeholders to create training materials and curricula that reflect local agricultural needs
• Supports the integration of smallholder farmers into market systems by improving value chain linkages, enhancing access to inputs, and promoting sustainable business models
• Identifies market opportunities for agricultural products and work with farmers to improve product quality and competitiveness
• Integrates climate change adaptation strategies into agronomic activities to increase resilience of smallholder farmers against climate-related risks
• Promotes the adoption of disaster risk reduction techniques and support community preparedness for climate shocks affecting agriculture
• Engages actively in the beneficiary selection process under the guidance of the Program Manager
• Monitors the conformity of the field works (trainings, field visits, meeting, etc…) with the standards requirements of Johanniter, and as per the agreed activity planned, BoQs and contracts.
• Informs and document the anomalies and the challenges carried out during the implementation phase of the program
• Oversees capacity building of the project team

4. Reporting, Monitoring, Evaluation Accountability and Learning

• Monitors progress and impact of agronomic interventions through regular field visits, data collection, and reporting
• Works with the Program Manager and PMEAL team to ensure that project outcomes are aligned with the program’s objectives, and contribute to lessons learned and best practices documentation
• Prepares regular reports on program progress, challenges, and successes for internal and external stakeholder
• Conducts household visits, focus group discussions and key informant interviews upon the request of the Program Manager in collaboration with PMEAL
• Documents field achievements, innovations, failures, and lessons learned to integrate into project activities and inform project strategy
• Conducts assessments to understand the gaps and opportunities in local agricultural value chains
• Mobilizes and make communities aware of project objectives, outputs and activities and MEAL systems and Child Safeguarding Policies
• Visits field regularly, monitor, document and report work progress to the Program Manager on daily and weekly basis
• Reports possible problem or conflict with possible solutions during the activities.
• Reports the use of materials and possible improvement

5. Representation, liaison and coordination

• Coordinates with the local stakeholders on best implementation including participants, local farmers and communities benefitted by the project activities
• Coordinates with local authorities and ensuring continuous communication with beneficiaries, agriculture department and communities’ representatives regarding the implementation of works and in order to ensure a flawless progress of activities
• Supports in building relationships between Johanniter, district authorities, agriculture department and communities
• Establishes and maintain strong relationships with local farmers, agricultural groups, government agencies, NGOs, and private sector actors to foster collaboration and knowledge-sharing
• Represents the organization in technical working groups, coordination forums, and other relevant platforms related to agriculture and food security
• Facilitates partnerships with research institutions for the development and piloting of new agronomic approaches and technologies

What you bring

• Bachelor’s Degree in Medicine, Nursing, Nutrition, Dietetics, Public Health, or related field. Masters of Public Health is an added advantage.
• A minimum of 3 years’ relevant work experience in management, coordination; implementation of health and nutrition interventions in a humanitarian/development context; conducting health/SRH, nutrition, WASH baseline assessments, rapid humanitarian assessments
• Experience leading teams in project implementation in a complex international development environment and/or conflict zones
• Experience of working with international humanitarian donors (USAID-BHA, ECHO, GFFO, BMZ, etc.) and knowledge of their specific requirement.
• Knowledge of health and nutrition technical standards
• Proven capacity to negotiate and work with governments and partners
• Experience in WASH, protection, gender-based violence, mental health support is desirable
• Previous experience in project location desirable (Cabo Delgado Province).
• Detail-oriented with good multi-tasking, communication skills, both oral and written
• Knowledge of English and Portuguese languages is essential (oral and written).
• Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, within and outside Johanniter.
