Purpose of the position
The main purpose of the position is to successfully implement Water Supply Systems, Sanitation, Hygiene, and all other Construction infrastructures in the Mapai and Chicualacuala Districts, with the goal to improve the public health of the target population
1. Key Responsibilities
· Technical Support in the Implementation of WASH & Construction Interventions
· Facilitate timely and quality implementation of Water, Sanitation and Hygiene projects and other construction infrastructures
· Ensure that business processes, standards and guidelines related to WASH and construction initiatives are effectively applied in project implementation
· Provide overall construction site management in strict adherence to the approved designs
· Facilitate field visit for all respective line ministries to inspect progress of works and validate all the inspection reports (this includes quantified work done)
· Supervision of contractors during implementation to ensure quality workmanship, safety and value for money is achieved within schedule
· Facilitate Site-possession, handing over and commissioning of projects
· Preparation of the tender documents (Technical Specifications, Drawings, Bills of quantities and Terms of Reference)
· Participate in the tender committee to offer all the technical advice
· Facilitates geological surveys, Environmental Impact Assessment or others studies
· Maintain an updated Site Book for all construction works
· Facilitate communities to identify viable WASH and construction projects and negotiate for way leaves and easement and ensure their participation in the implementation of the same
· Organize and train water user committee for water facilities for effective operation and maintenance of water facilities
· Ensure cross cutting themes are integrated into the WASH project
· Quality Assurance -Design Monitoring, Evaluation, Reporting and Budget Utilization
· Develop quality monthly, quarterly, semi- annual, annual and end of projects reports in accordance with donors and Good Neighbors requirements
· Ensures participatory monthly data collection are conducted (involving communities and partners) using the standardized tools Contextualization and utilization of reporting guidelines
2. Networking and Coordination with key project stakeholders
· Collaborate with a number of other agencies, including local authorities and local government during the implementation of WASH programs.
· Data collection, accurate record keeping and information management to measure progress and impact of the project, in accordance with the guidelines and required by the WASH cluster.
· Perform any other tasks as assigned by the supervisor.
3. Qualifications: Education / Knowledge / Technical Skills and Experience
· Technical Education Medium of civil or hydraulic engineering Construction, Architecture, Physical Planning or related area
· A minimum of five years proven experience for Wash activities
· Proven experience in organization and training of water user committee
· Knowledge and application of auto/arch CAD and GIS will be an advantage.
· Good organizational and time management skills
· Good written and oral communication skills
· Proven ability to build capacity of partners/ stakeholders through formal trainings and informal job shadowing and mentoring
· Ability to monitor work of project-hired contractors
· Good interpersonal skills
· Must have cross-cultural sensitivity, problem solving and negotiation skills
· Good team building skills; a creative, innovative, and adaptability personality
· Ability to cope and work under pressure.
· Ability to maintain performance expectations in diverse cultural and difficult / sensitive contexts.
· Ability to spend 100% of job in the field
4. Technical Skills and Abilities
· Proficiency in both English and Shangana required.
· Stress-resistant and able to deal with complex deadlines and problems
· Skills in community mobilization and team management are critical
Have cross-cultural sensitivity, knowledge and ability to work with people of different origins and cultures
Computer Literacy Demonstrated (MS Office Suite: MS Excel, MS Word, MS PowerPoint and databases) with hands-on experience in tracking recruitment results / metrics.
