The Norwegian Refugee Council (NRC) is hiring a Human Resources Technical Officer Mozambique Mueda.

Background

The Human Resources Technical Officer position is established to support the effective implementation of human resources functions at Field Office level in line with NRC policies, procedures, and standards. The role contributes to ensuring that programme and support teams in Mueda field office are supported through efficient recruitments, trainings and adequate support to comply with NRC HR policies and procedures.

Generic Responsibilities

• Implement NRC’s systems and procedures at area level.
• Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements.
• Prepare and submit reports and analysis.
• Support line managers in procedures and, if required, support team trainings.
• Help develop and implement HR administrative systems and procedures.
• Ensure adherence to NRC policies and the national labor law in all processes and procedures.
• Advise on personnel conflicts/processes where relevant.
• Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc.
• Coordinate with relevant partners, suppliers, authorities, lawyers etc.
• Ensure accuracy of staff salaries.
• Ensure that staff records in all offices in the area are up to date and filed appropriately, in compliance with NRC’s data protection obligations.

Specific Responsibilities

• Assist HR Manager in recruitment of national positions and induction of new and replacement staff as the organisation scales up and prepares to introduce additional core competencies/programmes or as staff turnover.
• Work with relevant technical staff to edit job descriptions when needed.
• Advertise jobs internally and externally.
• Handle logistical arrangements for candidate interviews and prepare interview schedules.
• Support HR department with the roll-out of NRC’s Induction package and NRC Way, for all staff.
• Ensure all relevant national staff understand processes and procedures to ensure Duty of Care for all staff.
• Support the HR Manager in rolling out additional measures for the Prevention of Sexual Exploitation and Abuse (PSEA).
• Archive NRC employees’ files, ensuring data protection in compliance with NRC archiving guidelines.
• Make monthly updates to staff contact list.
• Work to promote gender equality in the organisation, including through careful research of obstacles to female staff recruitment, retention, and promotion, in the Mozambique context.
• Coordinate with finance department every month to ensure timely and accurate payroll.
• Be the point of contact for all HR Suppliers (eg. Medical Aid, Workmen compensation)
• Track, file and review all Statutory documentation for auditing purposes.
• Update personnel files.

Critical Interfaces

• Area Office Programme Teams – Coordination of HR support for project implementation.
• Country Office HR Unit – Technical support, compliance alignment, and reporting requirements.
• Finance Department – Coordination on payroll, and financial documentation.
• Logistics Team – Coordination on staff movement and operational support.
• Service Providers – Operational coordination for service contracts (updating lists and documentation, updating the system, contractualization).

Generic Professional Competencies

• At least 2 years of experience from working as a HR Officer in a humanitarian context.
• Excellent English language skills, both written and verbal.
• Excellent Portuguese language skills, both written and verbal.
• Good knowledge of governance and administrative structures in Mozambique.
• Good knowledge of Mozambique labor legislation and policies related to NGO work in the country.
• Excellent interpersonal skills, working well both in teams and independently.
• Able to work under pressure and good at timely decision making.
• Excellent computer proficiency (Microsoft package).

Context Related Skills, Knowledge and Experience

• Knowledge of local languages of Cabo Delgado such as Makonde, Emacua, Kimuani and Swahili is an added-value.
