Background

Organizational Context
The Secretariat’s headquarters is organized into four main Business Groups in Geneva, and five Business Groups in the field, namely; Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). The Africa Regional Office is organized in Country Cluster Support Teams (CCST) covering the National Societies in Eastern Africa, Indian Ocean Islands and Djibouti, Southern Africa, West Coast, Sahel and Central Africa as well as Country Offices in Sudan, Republic of South Sudan, Somalia, Democratic Republic of Congo, Sierra Leone, Niger and Central Africa. The Southern Africa Country Cluster office supports 9 South Africa, Malawi, Mozambique, Eswatini, Lesotho, Botswana, Zambia, Namibia and Zimbabwe. Mozambique was hit by two category 4 tropical cyclones (Idai and Kenneth) in one season. Mozambique National Disaster Management Institute (INGC) indicated that 1.5 million people were affected, including more than 140,000 people displaced – many sheltered across 139 evacuation centres, spontaneous settings and makeshift shelters at peak emergency moment. Some 603 people have been confirmed dead as a result of the cyclone, according to the most recent reports issued by INGC. At the same time, more than 1,600 people were injured, and more than 230,000 houses were damaged and destroyed. Tropical Cyclone Idai has also affected Mozambique’s food security and livelihoods in the long term, due to extensive damage to standing crops immediately before the harvest season due in the months of March-April as well as loss of seeds and tools . The entire southern Africa region has been facing the effects of the ongoing El Niño with below-average cumulative rainfall and abnormally high temperatures for the 2018/19 season. The whole southern Africa region has suffered from sustained drought in recent years. Nearly one month later, cyclone Kenneth has hit Northern Mozambique’s coastal province of Cabo Delgado. The cyclone Kenneth has left destructions of houses, standing crops and key installations. The assessment report indicates that over 37,000 houses either have been damaged or destroyed. IFRC has revised Emergency Appeal to assist households affected by cyclone Kenneth. IFRC has launched an Emergency Appeal on 19 March for CHF 31 million which was revised on 06 May for CHF 32 million to assist 172,500 people affected by cyclones Idain and Kenneth for 24 months. The Emergency Appeal operation focuses on shelter, livelihoods and basic needs, health, WATSAN, protection, gender and Inclusion and Disaster Risk Reduction and national society capacity strengthening in emergency.
Job Purpose
The Protection Gender and Inclusion (PGI) Senior Officer will implement the PSEA and Child Protection strategy at a national level and the Community-based protection program on prevention of Early Marriages. The PGI Senior Officer will provide operational technical guidance to Sectoral teams to support solutions that ensure minimum standards to PGI are met and that all activities promote the dignity, access, participation, and safety of all girls, boys, women and men based on their different needs, capacities and vulnerabilities, and without discrimination based on age, gender, disability, religious, race, or legal status. In addition, the PGI Senior Officer will support Mozambique Red Cross (CVM) to strengthen their capacity in enhancing the impact, reach and efficiency of operations through the integration of PGI activities and approaches. This includes PGI mainstreaming, programme design, training, and strengthening community relationships. The PGI Senior Officer supports the PGI Delegate, the host national society and through the latter, the local and national mechanisms in Mozambique providing PGI related services. In collaboration with PSS, CEA, the PGI coordinator and CVM the officer will ensure there is operational capacity to identify and monitor protection risks including child protection and sexual and gender-based violence and take action to prevent, mitigate and respond to violence, exploitation and abuse, including appropriate reporting and referral mechanisms.
The position will be based in Maputo travelling to the provinces for trainings and supervision of the PGI projects.
Job Duties and Responsibilities
Design, together with CVM, policies regarding PSEA and Child Protection, its plan of action and ensure its implementation at a regional, provincial and district level.
Mobilize volunteers and Provide trainings related to SGVB, PSEA and Child Protection in the provinces and arrange the logistics for trainings: accommodation, catering, transport.
Coordinate with CVM and ensure the implementation of the Community-based protection program on prevention of Early Marriages according to the Plan of action in the provinces of Manica, Tete and Sofala.
Supervise the PGI Officers in the provinces and the overall implementation of the PGI activities according the budget.
Monitor and report regularly the PGI activities and ensure the collection of data and means of verification according to the indicators
Design activities and programmes in line with assessment findings and tailored to reach the specific needs of a particular group or groups (ie disability support, SGBV response, child protection) whilst integrating effectively with other sectors and CVM capacities.
In collaboration with the PGI Delegate, support the monitoring of appropriate incident management, reporting and referral pathways for the operations team to prevent, mitigate and respond to violence, exploitation and abuse effectively working with Community Engagement and Accountability (CEA) and PSS colleagues to harmonise approaches to sensitive feedback and other mechanisms
Adapt (based on standard materials) and deliver capacity building activities for Red Cross Red Crescent staff, volunteers and community members: build practical understanding and ownership of PGI, support the implementation of the PGI Minimum Standards, reduce PGI risks in the operational environment, and build sustainable local capacity.
Act as a technical resource to the CVM in close coordination with the PGI coordinator and PSS and CEA colleagues, and advise efforts to ensure thatSex-age disability-disaggregated data is collected and used to inform activities

Activities and programs are regularly monitored and adjusted for PGI relevance and reach
Attend the Protection cluster and its sub clusters on PSEA, Child Protection and SGVB and report the activities.
Analyse the operational context and protection risks and contribute this information to CVM & PGI/CEA and PSS coordinators, needs assessments and operational plans, communication materials and donor reporting.
Advocate for PGI issues and culture of non-violence with key stakeholders in RCRC including CVM to ensure appropriate awareness of PGI issues, their ramifications and how RCRC teams are responding to PGI risks and needs.
Education
Relevant University degree in social field such as law, sociology, anthropology, social worker, social action, psychology, child care or teaching
Experience
Minimum 5 years of work experience, where 3 of them are with related type of work
Experience with the Mozambique national social and protection sector
Experience in providing trainings
Experience working with people in a vulnerable situation
First-hand experience with logistics in distributions and collecting data
