Job Responsibilities and Accountabilities

Overall job purpose

Under the supervision of the Project Manager, the Livestock Livelihoods Officer (LLO) is responsible for the daily technical planning, implementation, supervision, monitoring, and reporting of food security and livelihoods activities and for ensuring proper coordination with stakeholders. The Livestock Officer’s role is crucial in supporting provincial and district authorities and assisting families to manage and oversee the well-being of animals through livestock extension services. An ideal Livestock Officer should demonstrate a passion for animals, dedication, and a genuine interest in improving livestock welfare. The Livestock Officer will be Johanniter’s focal point on the ground, helping to coordinate and collaborate with local authorities when necessary.

Tasks

Strategy and Vision

• Actively supports the values of Johanniter and shapes programme work according to these values.
• Together with the Senior Programs Manager and Project Manager, ensures the development and implementation of the Johanniter International Assistance strategy in her/his area of responsibility.
• Contributes to the development and implementation of the global strategy of Johanniter International Assistance.

Field work

• Responsible for Livestock activity implementation in the field and supervise the field team to carry a high-quality implementation.
• Providing guidance and capacity-building to district extension workers, farmers and livestock owners on best practices related to animal husbandry, health, feeding practices, and management.
• Collaborate with district authorities to regularly inspecting animals for illness, injury, or disease signs, including observation of their behaviour, physical condition, and any abnormal symptoms.
• Advise, plan and support implementation of preventive and treatment actions to reduce the risk of diseases through vaccinations, deworming, and treating sick animals when necessary.
• Build capacity of the farmers and assist them in assessing market trends, identify business opportunities and develop value chains, evaluating production costs, and recommending improving efficiency and profitability.
• Ensure that the livestock potential in the region is assessed to improve the existing or introduce integrated agro-livestock systems and resource management practices for increased animal and crop production.
• Identify and design interventions that link the restoration of livestock extension services with livelihood opportunities for community stability.
• Engaging and building strong relationships with provincial and district authorities, community leaders to ensure alignment of JIA’s interventions to national policies and context-specific needs.
• Collaborate with Project Manager, assistants and MEAL team to design/adjust community mobilisation strategy and project implementation plans, and through regular field visits, provide supervision and support.
• Support the district authorities, families and the MEAL team to track and maintaining accurate records of livestock health, production, and other relevant data.
• Collaborate with MEAL team in analysing data and other project-related insights collected to identify livestock and livelihoods-related gaps, designing priority action plans and training modules on improved livestock techniques, mechanisation, inputs, etc., in partnership with the local authorities.
• Assisting in the compilation of project data and sharing regular reports and updates with the Program Manager as per the standard reporting format.
• Responsible for generating lessons learned, success stories and knowledge management products as per JIA’s procedures to foster continuous implementation of contextualised best practices.
• Build up the capacity of the project team on skill-based innovative, sustainable livestock-related livelihood community models.
• Ensure that staff under your supervision develop weekly and quarterly activity work plans.
• Ensure improved coordination by working closely with project assistants and other team members and ensure FSL activities are well coordinated with protection activities in terms of beneficiary’s selection, planning and implementation of activities.
• Ensure alignment of project activities to project design and is consistent across project locations.
• Build the capacity of staff to ensure:
  • The staff understand and use the standard set of training material and approach.
  • The staff understand best practices in livelihood and income-generating activities.
  • The staff could identify the beneficiaries based on pre-set criteria: Monitoring, Evaluation, Accountability, and Learning.
• Mobilizing and making communities aware of project objectives, outputs and activities and MEAL systems and Child Safeguarding Policies.
• Facilitate project and activities information at all events, such as training and workshops.

Person Specification

Professional Qualification and Experience:

• University degree in Animal science, Veterinary science, Livestock management, Agrobusiness or any other relevant technical credential.
• Minimum 3 years of proven work experience in livestock management, livestock extension services.
• Solid experience with different species of livestock (cattle, sheep, goats, poultry) and value chains, entrepreneurship or agribusiness for rural and humanitarian environments.
• Solid experience with sustainable livestock and food security programs, preferably at least 2 years of progressive experience building capacity on smallholder farmers, market linkages, income-generating activities, livelihoods, integrated livestock and agriculture systems;
• Experience designing and delivering training content, material, and other capacity-building initiatives to communities, project teams, and partners/government counterparts.
• Proven experience conceptualising strategies and materials for engaging rural families to generate/manage rural businesses.
• Previous experience with gender sensitivity/transformation programming is highly desired.
• Strong knowledge of community engagement techniques (focus groups, lectures, trainings, etc.).
• Full commitment to humanitarian principles, gender equality and inclusion, and the rights of displaced persons and protection of children.
• Proven previous experience working with displaced people is a plus.

Skills

• Familiarity with rural livestock programming.
• A deep understanding of livestock behaviour, health, and production.
• Knowledge of common livestock diseases, vaccination protocols, and treatment options per national and/or international frameworks.
• Ability to maintain accurate records related to herd health, production, and performance.
• Proactive and problem-solving attitude.
• Good planning and analytical skills.
• Excellent computer skills and competency in Microsoft Office.
• Detail-oriented individual with good multi-tasking abilities and good communication skills, both oral.
• Fluent in Portuguese. Dominion of local languages highly recommended, Good dominion of English an advantage.
• Implementation of social and behaviour change and Community engagement activities is desired.
• Able to work well both within a team and independently; culturally sensitive and flexible to adjust quickly to challenging and fast-changing context; coping well with stress and in intense and difficult environment.
• Ability to set clear objectives and successfully achieve them.

Remuneration

• According to JIA Mozambique Salary Grid, ranging from 100.000,00 MZN to 120.000,00 MZN gross depending on education and work experience.
