The goal of the project is to devote 10 minutes of four monthly 90-minute Co-management committee (CHC) meeting to discuss and review the suggestions and complaints left in the suggestion box at the 7 de Abril Health Centre.

This will entail on one hand influencing the co-management committee to play an effective role in tracking and address the complaints left by AGYW, hence ensuring effective utilization of the health centre suggestion box. On the other hand it will involve empowering AGYW to demand for the utilization of complaints boxes by the HC through regular tracking of the status of suggestions left in the boxes.

The consultancy will conduct a need assessment and develop guidelines to provide AGYW with instructions on how to lodge complaints and monitor response status; and on the other hand provide procedures for review and response for staff and health co-management committee.   The interested consultant (s) will also develop tools and instruments for use by CHC for case analyse and accountability.

• Conduct a needs assessment about  the role of the health co-management committee in analysis and response to the complaints lodged in the complaints/suggestion boxes by AGYW;
• Review existing manuals concerning the role of the health co-management committee and incorporate the use of complaints boxes as an accountability mechanism;
• Based on key findings:
  • Collect and gather relevant IEC to provide AGYW with instructions on how to lodge complaints and monitor response status;
  • Develop  comprehensive guidelines with procedures for review and response of complaints for health co-management committee;
  • Develop simple tracking tools and materials to monitor the functionality of health co-management committee.

4. A collection of relevant IEC materials to provide AGYW with instructions on how to lodge complaints and monitor response status and to disseminate rights on access to information.

• At least five (5) years of experience progressively responsible materials development with a special focus on Human Rights.  Preference will be given to experts with experience of working on access to information and public accountability;
• Practical experience working with US Agencies and local NGOs;
• Proven experience combining formal expertise on Human Rights, gender mainstreaming, social inclusion, SRHR programmes sectors, plans, policies and business processes;
• Masters or Advanced Degree in a related subject area. Ability to communicate ideas in a manner conducive to their practical application;
• Fluency in English and Portuguese required.
