Procurement/Commercial Officer Tempo Inteiro

The Republic of Mozambique Pipeline Company (ROMPCO) intends to recruit one (1) Procurement/Commercial Officer , based in Maputo.

Job purpose

To provide operational procurement of goods and services for all business units, by executing the relevant tasks associated with procurement while ensuring all transactions conform to governance policy and procedures.

Long-term objectives

• Provide input into the long-term procurement strategies and targets;
• Provide input into the creation and maintenance of controls and systems to achieve the company’s strategy in respect of SMME Preferential Procurement;
• Support negotiations and conclusion of supplier contracts with key local and global suppliers.

Short-term objectives 

• Coordinate the procurement process from end to end;
• Assist with the development  and management of suppliers to acquire goods and services in a way that aids in achieving the immediate needs of a business;
• Promote cooperation between individuals, groups, and departments to achieve business objectives.

Responsibilities

Key Responsibilities

• Assist with implementing an integrated sourcing within a business unit, procurement processes and follow prescribed procedures towards fulfilling procurement needs;
• Assist with implementing purchasing of goods and services coordinate procurement administration;
• Build and maintain healthy interpersonal and inter-team relationships;
• Negotiate and coordinate conclusion of the agreement to meet end user expectations;
• Perform management of contracts within set policies and standards;
• Use own discretion to manage problems risk and makes recommendations timeously;
• Perform internal and external procurement analyses;
• Provide input into the development and implementation of Procurement strategic initiatives.

Category Management and Strategic Sourcing

• Conduct spend, demand and supply market analyses for the category;
• Perform strategic sourcing, and evaluate and select appropriate supplier(s);
• Conduct supplier performance evaluations against supplier performance criteria;
• Assist in planning and execute supplier continuous improvement initiatives.

Procure-to-Pay

• Issue RFQs for required goods/services, select appropriate suppliers, and create purchase orders;
• Fulfill procure-to-pay activities.

Support for other Functions

• Provide support for any procurement needs across the different ROMPCO functions;
• Implements sourcing strategy for FEED/EPC/O&M service providers, conduct commercial evaluations of FEED/EPC/O&M bids, and award contracts;
• Assist in implementing  a sourcing strategy for IT service providers, conduct commercial and quality evaluation of IT service provider bids and award contracts – Support procurement of IT database infrastructure and relevant IT software licences (incl. their renewal);
• Support the procurement of appropriate external counsel across all functions, as needed.

Qualifications

 Minimum qualifications

• BCom/Supply Chain Management or a related discipline.

Minimum experience

• 3-5 years’ experience in sourcing and procurement;
• Strong analytical skills – Relationship management skills;
• Knowledge of supply chain, sourcing/procurement techniques, and cycle time reduction;
• Working knowledge of SAP (or similar ERP systems and tools);
• Relevant knowledge of supplier contracting requirements.
