Overall Job Purpose

Under the direct supervision of the PMEAL Coordinator, the PMEAL Manager is responsible for leading, managing, and coordinating all Planning, Monitoring, Evaluation, Accountability, and Learning (PMEAL) functions across Johanniter International Assistance (JIA) programmes in Mozambique. The PMEAL Manager provides strategic and operational leadership to the PMEAL function, ensuring that robust evidence on programme performance and impact is generated, analysed, and applied to improve programme quality, accountability to affected populations, and organisational learning.

The PMEAL Manager leads the design and operationalisation of PMEAL systems, frameworks, and tools across JIA’s programme portfolio in Mozambique, which spans the Nutrition, Health, WASH, Disaster Risk Reduction, and Livelihoods and Food Security sectors. The role ensures that all PMEAL processes, from indicator definition, log frame development, and data collection through to reporting, evaluation, and learning, meet JIA’s global PMEAL standards and donor requirements. The PMEAL Manager oversees the PMEAL team, builds the capacity of JIA and partner staff, champions accountability and community feedback mechanisms, and contributes to strategic-level PMEAL processes including the monitoring of global indicators and the country strategy.

In cooperation with the Global Strategy and Learning team and PMEAL colleagues at JIA headquarters and partner country offices, the PMEAL Manager supports the further development and implementation of JIA’s international PMEAL strategy in Mozambique and thereby contributes to the implementation of JIA’s global strategy and vision. The PMEAL Manager plays a pivotal role in ensuring that JIA’s programming in Mozambique is evidence-based, accountable, adaptive, and demonstrably effective.

What you will do

1. Strategy and Vision

• Actively support the values of Johanniter and thus shapes the country programme accordingly
• Support the development and implementation of the country strategy in line with JUH strategy
• Support the development of long-term programming as well as exit strategies

2. Leadership

• Provides strategic and operational leadership to the PMEAL team, including PMEAL Officers and Assistants, ensuring that team members are clear on their roles and responsibilities, have the tools and support they need, and are held accountable for the quality and timeliness of their work.
• Manages staff according to JIA leadership principles, staff policies, and organisational strategy, conducting regular performance appraisals, developing individual capacity development plans, and providing ongoing mentoring and coaching.
• Supports the recruitment process for PMEAL positions, ensuring the selection of qualified and competent staff with the technical skills and commitment needed to strengthen JIA’s evidence and learning culture.
• Implements JIA policies and their adaptation to local conditions, ensuring that PMEAL approaches are contextually appropriate, culturally sensitive, and practically feasible in Cabo Delgado Province’s complex humanitarian and post-conflict environment.
• Takes responsibility for the strict implementation, application, and adherence to Johanniter Security Rules, Guidelines, and Standard Operating Procedures (SOPs) in the project region, prioritising the safety and security of all PMEAL staff during field activities.

3. Planning, Monitoring, Evaluation and Accountability

• Leads the development, review, and implementation of JIA’s PMEAL strategy and systems in Mozambique, ensuring alignment with JIA’s global PMEAL framework and international best practices.
• Leads proposal development processes from the PMEAL perspective, including indicator definition, theory of change development, PMEAL plan design, log frame construction, and PMEAL budget planning, in close collaboration with programme and partner teams.
• Oversees the development, adaptation, and maintenance of all PMEAL tools, databases, and reporting formats across JIA programmes, ensuring alignment with JIA PMEAL standards, donor requirements, and sector-specific guidelines.
• Manages and quality-assures field data collection, entry, analysis, and reporting processes across all programme sectors, ensuring data completeness, accuracy, and timeliness in accordance with agreed PMEAL plans and donor reporting timelines.
• Leads the design and implementation of a comprehensive data management system for JIA’s programme portfolio in Mozambique, enabling rapid access to programme performance data to support decision-making at all levels of the organisation.
• Conducts and oversees periodic data quality audits across all programmes and partners, identifying and addressing data quality gaps through targeted technical support and capacity building.
• Oversees the regular collection, documentation, and reporting of beneficiary data, ensuring accurate, gender and age-disaggregated records are maintained per grant and per partner on a monthly, quarterly, and annual basis.
• Leads the design, implementation, monitoring, and improvement of community feedback mechanisms (CFMs) across all JIA programmes, ensuring that affected populations can safely and easily provide feedback, and that feedback is systematically analysed, acted upon, and communicated back to communities.
• Facilitates participatory monitoring, evaluation, and accountability processes that meaningfully involve target populations, community representatives, and other stakeholders in assessing programme implementation, relevance, and impact.
• Contributes, in close collaboration with the Senior Programme Coordinator and Global Strategy and Learning team, to the rollout of JIA’s global strategic initiatives related to measurement and accountability, and enables reporting against JIA’s global indicators and country and regional strategy indicators.
• Monitors progress against the Mozambique country strategy programme and organisational objectives, providing regular analytical updates to the Senior Programme Coordinator, Programme Managers, and Country Director.
• Ensures that PMEAL processes are compliant with applicable ethical standards, including informed consent procedures, data protection principles, and do-no-harm considerations in humanitarian and conflict-affected contexts.

4. Assessment, Learning and Documentation

• Leads and manages assessments, surveys, baselines, midterm reviews, and evaluations across JIA’s programme portfolio, including the design of assessment frameworks and tools, management of data collection, analysis, and production of high-quality final reports.
• Ensures relevant, timely, and high-quality technical support to partner organisations on assessments and evaluations, including support in developing survey tools, analysing data, interpreting findings, and producing accessible reports.
• Leads the organisation and facilitation of structured learning events, lessons-learned workshops, after-action reviews, and programme review meetings, ensuring that findings are documented, widely shared, and applied to improve future programming.
• Manages and maintains a comprehensive, organised electronic filing system for all PMEAL findings, analyses, reports, and supporting documentation, ensuring accessibility and institutional memory.
• Coordinates with the Communications team to collect, document, and file success stories, case studies, photographs, and corresponding legal documentation for communication and advocacy purposes.
• Facilitates and leads information sharing on PMEAL-related matters among JIA staff, partner organisations, and donors, ensuring that evidence on programme performance is regularly communicated in accessible formats to all relevant stakeholders.
• Compiles periodic analytical reports with indicator data per grant, presenting progress against targets with variance analysis and recommended action plans, and shares these with programme teams and the Senior Programme Coordinator for decision-making.
• Attends and actively contributes to relevant meetings with JIA and partner project teams on project monitoring and learning, providing updates on progress, challenges, and recommended responses.
• Takes relevant PMEAL-related meeting minutes and notes and ensures they are accurately filed and shared with JIA staff, partners, and donors as appropriate.
• Actively participates in the Global PMEAL team, contributing to regular calls, joint learning initiatives, and face-to-face meetings as a representative of JIA Mozambique.

5. Capacity Building

• Leads the identification of PMEAL capacity gaps among JIA staff and partner organisations and designs and delivers targeted capacity-building programmes to address these gaps, including designing monitoring tools, data collection methodologies, data analysis techniques, evaluation approaches, and feedback mechanism implementation.
• Develops and delivers training programmes, workshops, and practical coaching sessions for JIA and partner staff on PMEAL skills, data management, and accountability, including remote capacity building and e-learning modalities where appropriate.
• Leads or participates in capacity assessments of new JIA partners and provides structured, sustained support in the area of PMEAL to build partners’ technical capacity and strengthen their alignment with JIA’s PMEAL standards and processes.
• Conducts regular visits to field locations to provide direct technical support, monitoring, and capacity building to programme staff and partners, ensuring that PMEAL tools, accountability processes, and learning strategies are understood and effectively implemented at field level.
• Builds the capacity of PMEAL Officers and Assistants through ongoing mentoring, coaching, and structured professional development opportunities, ensuring the long-term strengthening of JIA’s PMEAL team in Mozambique.

6. Reporting

• Manages the compilation and submission of comprehensive PMEAL progress reports, including weekly updates, monthly progress reports, and quarterly and annual donor reports, ensuring accuracy, timeliness, and alignment with JIA and donor reporting templates.
• Coordinates with PMEAL Officers, Assistants, programme teams, and partner organisations to ensure that data gathered at field level is accurate, complete, and submitted on time for consolidation into programmatic reports.
• Reviews and quality-assures all PMEAL data and reporting content before submission to the Senior Programme Coordinator, Programme Managers, and Country Director.
• Prepares and presents PMEAL presentations, evidence summaries, and programme performance dashboards for donors, government counterparts, JIA Head Office staff, and other stakeholders as required.
• Maintains a comprehensive, up-to-date database of all programme PMEAL activities, outcomes, and achievements, generating analytical reports and data visualisations as needed to support evidence-based management.

7. Representation, liaison and coordination

• Represents JIA in PMEAL-relevant technical working groups, cluster information management meetings, and other coordination forums at provincial and national level, contributing to the development of shared PMEAL standards and approaches across the humanitarian sector.
• Develops and maintains productive working relationships with partner organisations, government officials, donors, UN agencies, and other relevant stakeholders in the PMEAL and information management space.
• Participates in external meetings and forums as delegated by the Senior Programme Coordinator, providing timely summaries and highlights to management following each engagement.
• Coordinates with all departments within JIA, including Programme, Finance, Logistics, Communications, and Human Resources, to ensure integrated programme management and shared use of programme evidence and data.
• Expands JIA’s network with relevant stakeholders from civil society, academia, and government in the areas of monitoring, evaluation, learning, and accountability in Mozambique.
• Seeks technical assistance from relevant units within Johanniter at headquarters and regional level as needed to strengthen PMEAL functions in Mozambique.

What you bring

• Master’s degree in Development Studies, Social Sciences, Economics, Statistics, Public Health, or a related field from an accredited academic institution. A Bachelor’s degree with substantial additional PMEAL experience will be considered.
• A minimum of 6 years of relevant work experience in PMEAL roles within humanitarian or development organisations, including at least 2 years in a managerial or coordination capacity with responsibility for leading a PMEAL team or function.
• Demonstrated experience in designing, implementing, and managing comprehensive PMEAL systems for multi-sector humanitarian or development programmes, including nutrition, health, WASH, DRR, and livelihoods or food security.
• Demonstrated experience in leading proposal development processes from the PMEAL perspective, including indicator definition, theory of change development, log frame design, and PMEAL budget planning.
• Demonstrated experience in leading or managing quantitative and qualitative assessments, surveys, baselines, midterm reviews, and evaluations, including the design of assessment tools, management of data collection, statistical analysis, and production of high-quality reports.
• Practical experience in designing and implementing community accountability and feedback mechanisms, including managing multi-channel feedback systems and closing the feedback loop with affected communities.
• Experience working with and building the capacity of national partner organisations and civil society organisations in the area of PMEAL, data management, and accountability.
• Practical experience in the use of digital data collection, management, and analysis tools, including but not limited to SurveyCTO, KoBoToolbox, ODK, Power BI, and advanced Excel or statistical analysis software.
• Experience in supporting the monitoring of indicators and in generating and presenting evidence-based progress updates to programme teams and senior management for action and decision-making.
• Experience working with international humanitarian and development donors (ECHO, GFFO, BMZ, OCHA, UNICEF, WFP, USAID-BHA, etc.) and knowledge of their specific PMEAL and reporting requirements.
• Knowledge of English and Portuguese languages is essential (oral and written).
• Experience working in fragile, conflict-prone, and humanitarian emergency settings, preferably in Cabo Delgado Province or similar operational environments in sub-Saharan Africa.
• Demonstrated ability to work effectively in a multi-cultural environment and to build harmonious and productive working relationships, within and outside Johanniter.
