ADPP seeks a Program Manager for the above mentioned 4 year program, $3.000.000 USAID funded program. The activity of the anticipated project is to support affected people (IDPs and host communities) through short and longer term activities, especially in the area of agriculture to enhance food-security, re-establishing livelihood, improve agricultural economy, entering into short and long term business opportunities.
The program will also include activities reaching out to youth and young women with short and longer term activities equipping them with knowledge and awareness that also develop and provide economic opportunities within the agriculture value chain, in processing, marketing, transportation, etc. – but not so, will also include other business opportunities; services, trading, etc.
The Program Manager is responsible for overall management of the implementation of the project, including all field activities and ensuring that all project results and objectives are achieved. The responsibility includes coordination with USAID mission, government officials, project partners and collaboration and coordination with other organizations and NGOs, CBS and local stakeholders.
The Program Manager is responsible for supervising key staff according to the projects management plan and structure and ensuring compliance with ADPP policies and USAID rules and regulations. The Program Manager will report to ADPP Head Office.
Responsibilities of the Program
– Ensure timely and duly project management and implementation of project activities as laid down in the workplan, in conformity with USAID and ADPP rules and regulations, as stipulated in the agreement b Manageretween USAID and ADPP.
– Lead the project quarterly and annual planning sessions
– Monitor the project implementation and ensure that the project goals and objectives (as per the log frame) are timely achieved.
– The Program manager is responsible for the correct use of funds and overseeing the work of the financial manager
– Monitor project expenditures in accordance with the workplan and liaise with USAID on budgetary changes or reallocations.
– Ensure accurate preparation and timely submission of reports (quarterly and annual progress and financial reports)
– Ensure that supporting documents on operations/project implementation, financial management and accountability are kept, maintained and orderly stored / filled.
– Ensure transparency and compliance to USAID and ADPP procurement regulations in procurement processes.
– Ensure that cross-cutting objectives and goals are implemented in accordance with the project document
– Ensure that the quality of acquisitions meets the technical specifications and required standards,
– Establish and maintain cooperation based on mutual trust and detailed planning with all the project partners,
– Promote collaboration with the Government at a provincial level, as well as with other local actors, including NGOs, CBOs, Private Sector and other relevant stakeholders.
– Ensure the visibility of the project and dissemination of the project results to other stakeholders,
– Perform regular field visits to the project locations,
– Perform other duties as requested ADPP Head Office
Requirements
– Post graduate degree (preferably) or University degree (Bachelor) in agriculture, rural development or other related disciplines.
– At least 5 years of project management experience in the Mozambican context.
– Experience in management of projects with external funding in particular USAID funded projects and cooperation with government structures.
– Proven skills of coordination and public relations.
– Good communication and interpersonal skills
– Fluent in both Portuguese and English
– Be a Mozambican national and preferable from the North.
