In Mozambique, Good Neighbors International (GNI) works in partnership with the government and other partners like UNICEF to ensure that more children have equitable access to early learning and complete primary education, acquiring basic literacy and numeracy competencies.

JOB DESCRIPTION
Job Title: Project Manager (PM)
Reporting to: Country Director
Principal Location: Sofala, Mozambique
Project Manager
The overall objective of this project is to integrate and deliver multi-sectorial education assistance to cyclone IDAI affected children, teachers and communities, as well as to build local capacity to prepare for, respond to and recover from emergencies, contributing to reducing risk (DRR) and vulnerability in the District of Nhamatanda in Sofala Province. This shall be carried out through Unicef/UN-Habitat technical assistance and in close collaboration with MINEDH/DPEDH/SDEJT and GREPOC.
Key expected outcomes of the program are:
1. Improved school access to children in affected areas;
2. Schools in affected areas comply with national standards of quality and safety;
3. Enhanced capacity of education actors in preparing for responding to and recovering from emergencies.
The specific objectives are:
1. Rehabilitate & reconstruct inclusive schools through community-based building back better (BBB) approaches in disaster-affected areas;
2. Promote and sustain equitable, safe and inclusive environment for boys and girls;
3. Strengthen the capacity of communities to promote and foster safe, peaceful, equitable and inclusive learning for all children.
How can you make a difference?
The major tasks to be undertaken by the PM in this regard may include but not limited to the following:
· Provide effective planning, development, management and technical support as needed, which includes oversight of all construction activities and to ensure that the construction works adhere to technical standards, designs, Bill of Quantities (BoQs), quality, and timeline
· Prepare/Review detailed TORs/ Scope of Work for engineering design (consulting/architect) company and contractor, review BOQs, engineer estimates, pre-qualify the companies before the tendering process and liaise with Unicef/UN-HABITAT in preparation of tender /bidding related documents
· Ensure all permits required for construction activities are obtained prior to initiating works.
· Work directly with partners deliver project activities aligned with the work plan and budget.
· Support coordination and effective communication between GNI and the partners (UNICEF/UN-HABITAT, MINED, DPEDH, and SDEJT.
· Ensure ICE requests and FACE submissions with supporting documents related to construction activities are complete and clear for reviewing, and prepare for subsequent disbursements.
· Coordinate, monitor and manage the project to achieve expected engineering surveys (topographical, geotechnical, seismic etc.), architectural designs, specifications, BoQs and daily supervision and quality control of the construction works and construction company/contractor to build as per stipulated contract terms and conditions.
· Advocate and ensure the application of UNICEF/UN-HABITAT and MOZAMBIQUE GOVT’ norms and standards and comply with BBB within this framework and as set out in the Humanitarian Response Plan, taking into consideration the local norms, environment and available materials; ensure compliance with green building.
· Compile detailed progress reports for UNICEF/GNI management and other stakeholders, enabling real-time tracking of construction progress.
· Coordinate the monthly monitoring visits and/or spot checks jointly by UNICEF and DPEDH/SDEJT.
· The PM is expected to report using UNICEF templates.
· Identify bottlenecks and propose remedial action. Communicate with all stakeholders and improve project delivery, and ensure timely completion, any significant bottleneck identified should be reported to UNICEF soon as possible to reach targets and deliverables on time. UN-Habitat will provide the monitoring forms for quality.
· Review schedule of construction activities, manage/ supervise construction works, monitor work in progress, ensure project is implemented within agreed budgets and timelines, review/check/certify invoices and construction completions.
· Ensure that effective quality control systems are in place and contractors and engineering consultancy companies work in compliance with technical specifications and quality standards.
· Coordinate with stakeholders to ensure all required inputs are timely provided and project schedule is met,
· Coordinate with stakeholders to draft Operation and Maintenance guidelines to establish regular and periodic maintenance of the civil components and equipment used in the building.

To qualify as PM you need…….
· Education: Be a qualified individual with a University Degree in Civil Engineering, Architecture or building/construction,
· Specialist skills/Training: Knowledge of procurement, tendering and contracting processes and
· Requirements. Working experience in the area of preparation, implementation and monitoring of technical/construction projects; methodological and calculation skills. Skills in technical design of accessibility/eco-friendly, disaster risk reduction initiatives, BBB and resilient building is a valuable asset.
· Years of experience: Minimum 4 years of professional experience at national level in the relevant field of Civil Engineering, Architecture or building/construction, especially in preparation/review of construction technical documentation as well as construction supervision, project management. Experience in working in complex environments and large. Experience in managing and supervising medium to large-scale construction works in the public/private sector. Experience in child protection in emergencies and protracted crises, Experience in managing people/teams, Experience of delivering training workshops, Experience with start-up of projects
Demonstrated experience and commitment to working with vulnerable communities
Working experience at least 2 out of 4 years with UN or other international development organization is an asset.
· Competencies: Fluent in English and Portuguese language is a must, with skills in writing and documentation. Excellent and proven relationships in dealing with contractors and other stakeholders. To be a very good team player and ready to accept additional responsibilities
