Position Title: Short Term Financial Audit

Organisational Context

Street Child is a UK based organization working to protect vulnerable children and improve access to education in some of the poorest communities in the world. Established in 2008 to start the work with 100 street connected children in Sierra Leone, we currently work in more than 20 countries across Africa and Asia combining development work and emergency response.

Our work is built around the child development and wellbeing and integrate education, child protection and livelihood. We deliver everything through local partners strengthen their capacity to have stronger civil society and sustainable outcomes.

Street Child in Mozambique has currently implementing “Kick-Off Learning in Mozambique” a multisectoral project in Palma, Mueda, Balama, Mecufi, and Montepuez. Street Child and its partners, under the form of a consortium, provide child protection, MHPSS, education, and livelihoods support to both IDP populations and host communities.

We are pleased to announce an opportunity for qualified and experienced Chartered Accountant or audit firms to express their interest in conducting the final external independent audit of our Swedish Post Code Foundation funded project.

Scope of Work

The auditor shall examine the financial report submitted by Street Child to the Foundation under the Project Agreement and express an opinion on whether it agrees in all material respects with the Street Child’s book of accounts and whether the report has been prepared in accordance with the Project Agreement. The auditor shall also examine and certify that the narrative report and the financial report do not obviously contradict each other.

The auditor shall further examine compliance with prevailing laws and regulations. The auditor shall undertake this engagement in accordance with the International Standard on Related Services (“ISRS”) 4400 Engagements to Perform Agreed-Upon Procedures Regarding Financial Information promulgated by the IFAC, and shall perform the following procedures:

1. Examine the Street Child’s maintenance of adequate accounting records.
2. Examine and verify that the Street Child has established internal guidelines for proper authorization procedures and whether these are being followed.
3. Examine and verify that the accounting system allows for the project’s accounts to be easily identifiable and that it has been established in conformity with generally accepted accounting principles.
4. Examine and verify that the narrative and financial reports for the project cover only the agreed project period, that the expenditure headings correspond to those in the budget approved by the Foundation and that expenditure has been classified under the correct heading and subheading in the Financial Report.
5. Examine and verify that the activities related to each expenditure matches the budget category.
6. Examine and verify that any revisions to the budget that have been made during the project period have been approved by the Foundation.
7. Review a haphazardly selected sample of expenditures amounting to 50 % of total expenditure or at least 25 samples to verify that documentation supports the expenditures and that the expenditures are in accordance with the approved budget.
8. If the budget includes salary costs, examine and verify that the Performing Organization has followed relevant laws and regulations.
9. Verify that the narrative report does not contradict the financial report for the project.
10. Examine and verify that the financial report for the project can be traced back to Street Child’s accounting system and records.
11. Examine and verify that any observed material weaknesses in internal control have been disclosed.
12. Examine and verify that the correct exchange rates have been applied for currency conversions.

Qualifications and Requirements

To be considered for this opportunity, chartered accountant or firms should possess the following qualifications:

• A proven track record in conducting audits of humanitarian projects, particularly in the areas of child protection and education.
• Familiarity with the context of Cabo Delgado.
• Excellent communication and report writing skills, and proficiency in English language.
• A commitment to impartiality, neutrality, and the highest ethical standards.
• International Federation of Accountants, IFAC Membership Reporting After completion of the engagement, the auditor shall issue an independent Report of Factual Findings on the Financial Report. The report shall contain information about the appointed auditor, including name, title and contact information. The Foundation may contact the auditor to request clarifications on its procedures and basis for opinion. The report shall further describe the purpose, procedure and factual findings.

2. Detailed curriculum vitae or firm profile.
3. Proposed audit methodology and timeline.
4. Proof of International Federation of Accountants, IFAC membership.
5. Sample(s) of previous audit reports (2 samples, online or by email).

Audit Timeline

• Expression of Interest Deadline: 30th June 2025
• Interviews (if necessary): 4 to 5 July

• Audit Period: 11thth July – 20th July 2025
• Submission of Audit Report: First draft by 20th July, the final draft by 25th July 2025

Compensation

The compensation for this Audit will be determined based on the qualifications and experience of the selected chartered accountant or firm. The amount of the audit is 600.000,00 MZN and it includes all the costs incurred by the auditors to conduct the audit.
