Database Manager (Abt Associates) Tempo Inteiro

The USAID-funded PMI AIRS (Africa Indoor Residual Spraying 2) Project supports the President’s Malaria Initiative (PMI), as well as USAID Missions and Bureaus with malaria programs outside the PMI focus countries, in planning and implementing IRS programs with the overall goal of reducing the burden of malaria in Africa by enhancing USAID’s ability to implement IRS programs on the ground through cost-effective commodities procurement and logistics systems, access to technical expertise, and implementation of IRS in countries affected by malaria.

Under the supervision of the Monitoring & Evaluation Manager, the Database Manager is responsible for the set-up and management of M&E support functions personnel at the district level data entry centers during the spray campaign, and supports the implementation of the monitoring and evaluation (M&E) database of the PMI AIRS Mozambique Project.

Specific duties and responsibilities included but are not limited to the following:

• Participate in the collection, analysis, and reporting of baseline M&E data and ongoing M&E data collection, analysis and reporting according to the project M&E plan;
• Assist in the regular monitoring of project implementation against established targets and objectives;
• Support periodic internal Data Quality Assessments and prepare the project for possible external Data Quality Audits to ensure validity, integrity, precision, reliability and timeliness of all performance data, identifying gaps and suggesting corrective actions on time;
• Collect, analyze, and present program spray data for project staff, partners, counterparts, and donors;
• Support the preparation of performance monitoring plans, including developing and defining program indicators and sources of data, as well as annual reports and other project documents;

• Trains and manages the M&E support functions, including data entry clerks, M&E assistants and Database Coordinators;
• Secures and leads the set up and demobilizatin of data centers for the annual spray campaign;
• Coordinate with the US-based technology team to run and trouble shoot the project indicator database.

Qualification requirements include the following:

• Bachelors Degree in Computer Sciences, in Statistics, Community Health, Sociology, or other relevant field;
• At least four to five years of relevant professional experience in database management, monitoring & evaluation, or other relevant social science activities;
• Familiarity with quantitative and qualitative research methods;
• Knowledge of analysis software (Excel, SPSS, EPiInfo, Arc GIS, etc.) desirable;
• Experience in international development programs, preferrably with USAID-funded programs;
• Knowledge of health project implementation in general, with knowledge about malaria prevention programs very desirable;
• Well-organized, responsible, independent, efficient and able to multitask under pressure;
• Professional interpersonal skills with the ability to work in multidisciplinary teams;
• Demonstrated experience working with international and national partners;
• Demonstrated experience in Microsoft Office, and good writing skills, statistical data analyse and interpretation;
• Portuguese and English language required.
