Consultancy for a situation analysis of malaria control in Mozambique

Background

• Malaria Consortium is one of the world’s leading non-profit organisations dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia. Malaria Consortium works with communities, government and non-government agencies, academic institutions, and local and international organisations, to ensure good evidence supports delivery of effective services, providing technical support for monitoring and evaluation of programs and activities for evidence-based decision-making and strategic planning. The organisation works to improve not only the health of the individual, but also the capacity of national health systems, which helps relieve poverty and support improved economic prosperity. Malaria Consortium is a global leader in the prevention, diagnosis and treatment of malaria, the control of neglected tropical diseases and the promotion of child health.

Purpose of the consultancy

• Malaria Consortium is developing a proposal to USAID in response to a Request of Proposals, anticipated to be issued in April, 2016. This project will contribute to PMI’s and GRM goals to reduce malaria mortality in Mozambique through the improvement of service delivery of malaria in pregnancy, case management, BCC, Monitoring & Evaluation and Capacity Building at provincial, district and facility level support. The proposed program will support this objective by developing national and local capacity to scale up high impact and cost-effective interventions to reduce mortality due to malaria.
• The emphasis of this consultancy is to gather vital information and evidence on malaria control/elimination which can be used for programme design. Each piece of information that is collated will contribute to the design work and the proposal writing work and needs to be evidence informed and contextually comprehensive to allow sound technical approaches to be developed for the proposal. The successful candidate will elaborate an extensive situation analysis of the malaria control and elimination activities in Mozambique and be working closely with designated staff of Malaria Consortium and its key partners in this bid.

Key tasks and responsibilities

It is anticipated that working with the Malaria Consortium Mozambique country team, the consultant would use the most cost reasonable methods to collect relevant information and evidence including document reviews, desk reviews, consultations and key information interviews. The following specific activities will be carried out:

a) Analysis of all relevant documentation
Collate and identify key documentation relevant for the bid based on the Mozambique POA 2015. Carry out a detailed review of the key documents to highlight important issues which are relevant for a new USAID/PMI funded programme. The issues should be listed in a table and referenced against the source document.

b) Literature review
Carry out a literature review on PubMed to identify key publications on malaria control in Mozambique since Jan 2010. Generate a list of the relevant publications. Identify key reference material and work with Malaria Consortium to obtain the full publications. Extract relevant findings from the key references and present them in summarized form in a table.

c) Situation analysis
From the key documents identified above and any others, carry out a document review to identify key contextual issues or factors which affect malaria control in Mozambique over the last 5 years and those which could have influence on a new USAI/PMI funded programme. For example, what are the known barriers, who are the important stakeholders who influence the national response? What are the ongoing efforts to control or eliminate malaria from Mozambique?

d) Problem analysis
Based on the issues list generated from the work above, carry out a problem analysis for each key issue. Provide a succinct description of what the problem is and what could be the underlying causes of the problem, and what are the changes necessary to make the situation different. How would these changes be actioned in a programme as discrete interventions?

e) Intervention options identification
Facilitate a session with the Malaria Consortium Mozambique team to review the interventions identified in the problem analysis above and identify any other interventions and innovations. These interventions or innovations should be direct solutions to the problems identified in the above.

Deliverables

A report which comprises the following:

• List of key informants and their contact details;
• List of source documents;
• List of publications from the literature review and a summary of findings from key publications relevant to the bid;
• List of key issues, categorized into common themes/prioritized areas for USAID/PMI;
• Table of key contextual issues which are directly related to the key issues listed above;
• Table of key problems arising from the issues listed above and their underlying caus-es, including changes which are required to make the situation better, including any actions or approaches that would solve the problem;
• Table of key interventions and innovations which address the key problems.

Qualifications, skills and experience

Candidate should have the following professional profile:

• Expert understanding of a range of Malaria prevention and control strategies and their implementation;
• Good understanding of the health context in Mozambique including the partners, government, malaria epidemiology and implementation environment;
• Familiar with Malaria Consortium programmes in Mozambique;
• Familiar with literature review and desk review methods;
• Familiar with situational and problem analysis;
• Familiar with key informant interviews for data collection;
• Excellent and demonstrable report writing skills;
• Excellent English & Portuguese language skills.
