Job Responsibilities and Accountabilities

Overall job purpose

Under the supervision of the Project Manager, the Livelihoods Assistant is responsible for providing technical expertise on food security and livelihoods interventions to improve the livelihoods, with a particular focus on community capacity-building and awareness sessions about climate-smart/conservation agriculture, livestock, the economic transformation of rural livelihoods, community development and resilience together with household technical support for those with difficulties and special vulnerabilities, and the development of strategies to promote and protect livelihoods. Similarly, the FSL Assistant will ensure proper coordination and collaboration with the local leadership, targeted communities and other authorities and partners. The position requires extensive fieldwork and movement in Cabo Delgado.

• Actively supports the values of Johanniter and shapes programme work according to these values.
• Together with the Senior Programs Manager and Project Manager, ensures the development and implementation of the Johanniter International Assistance strategy in her/his area of responsibility.
• Contributes to the development and implementation of the global strategy of Johanniter International Assistance.

Livelihood

Programme Support:

• Assisting in reviewing and developing beneficiary selection criteria with local authorities and community members to identify project beneficiaries according to JIA’s and food insecure vulnerability and target criteria.
• Support the project team in conducting community mobilisation, sensitization and selection/verification of project beneficiaries based on pre-set criteria.
• Responsible for the operational management of the Food Security and Livelihoods (FSL) interventions through remote management and regular field visits.
• Support the FSL Officer in preparing, organising, and drafting training material and logistics.
• Provide technical support in sensitising and assisting targeted families and communities on food security and livelihood-related matters.
• Get involved in community and household activities to help community members explore identified local opportunities for economic transformation of their livelihoods.
• Perform FSL program-related management activities, including preparing, scheduling and conducting meetings, field visits, and stakeholder engagement.
• Support economic livelihoods and capacity-building activities for partner communities and other community-based stakeholders.
• Support the integration and communication with other sectors: WASH, Health & Nutrition activities.
• Ensure good working relationships with local leaders, community members, district authorities, contractors and other stakeholders, fostering their buy-in and program ownership.
• Act as a person of contact at the district and community levels, ensuring that all FSL-related challenges and updates arising from the implementation sites and stakeholders are addressed, and all technical guidance the project team provides is translated into technically sound actions at the field level.
• Under the guidance of the Program Manager, participate and actively contribute to FSL assessments and other related platforms to support JIA’s visibility and engagement with relevant stakeholders.
• Provide written activity progress briefs/reports to help the project team compile weekly and monthly progress reports (quantities and qualitative) and other program-related communication pieces.
• Share field-based insights to help the project team implement tailored measures/adaptations to improve activity delivery and results.
• Support PMEAL in collecting and keeping a record of all required documents related to FSL activities, including distribution and post-distribution monitoring.
• Support PMEAL to update beneficiary tracking/database, feed reporting, and activity forms after completing every distribution, training, technical assistance, coordination, and other activities.

Person Specification

Professional Qualification and Experience:

• Bachelor of Science/BA in Agriculture Economics, Livestock, Community Development, Food Security or relevant degree.
• Minimum 03 years of proven work experience in a similar position, mainly related livestock, value chains development and rural entrepreneurship/agribusiness.
• Experience with sustainable livelihood and food security programs, preferably including smallholder farmers, market linkages, income-generating activities, livestock, climate resilient agriculture.
• Experience in delivering training and other capacity-building initiatives to communities.
• Proven experience in engaging rural families to generate/manage local business.
• Some experience or knowledge about gender sensitivity/transformation programming.
• Full commitment to humanitarian principles, gender equality, and the rights of displaced persons and protection of children.
• Proven previous experience working with displaced people.
• Familiarity with livelihood programming.
• Professional technical skill desired training in Agriculture, livestock and entrepreneurship.
• Proactive and problem-solving attitude.
• Willingness to work in areas receiving displaced people in Cabo Delgado.
• Good planning and analytical skills.
• Excellent computer skills and competency in Microsoft Office.
• Detail-oriented individual with good multi-tasking abilities and good communication skills, both oral.
• Fluent in Portuguese. Dominion of local languages desired, Good dominion of English an advantage.
• Experience in the implementation of social and behavioural change and Community engagement activities.
• Proactive, open-minded and creative individual able to find innovative solutions to challenges.
• Able to work well both within a team and independently; culturally sensitive and flexible to adjust quickly to challenging and fast-changing context; coping well with stress and in intense and difficult environments.
• Committed, mature individual able to take responsibilities and make decisions in a transparent and accountable way; ability to set clear objectives and successfully achieve them.

Remuneration

• According to JIA Mozambique Salary Grid, ranging from 70.000,00 MZN to 75.000,00 MZN gross depending on education and work experience.
