Background

The HR Coordinator supports the delivery of Human Resources services across the Country Office and Area Offices, ensuring the effective implementation of HR policies, procedures and employee lifecycle processes in compliance with NRC standards and Mozambican labour legislation. Working under the supervision of the HR Manager, the role provides operational HR support to managers and employees across multiple locations, coordinating recruitment, onboarding, learning and development, HR reporting and compliance activities to ensure consistent, efficient and employee-focused HR service delivery throughout the organization.

Roles and Responsibilities

The HR Coordinator is responsible for supporting the delivery of Human Resources services across the Country Office and Area Offices by coordinating employee lifecycle processes and day-to-day HR operational activities. The role works closely with the HR Manager and key stakeholders to ensure effective HR service delivery, compliance with organizational standards and labour legislation, and a positive employee experience.

General Responsibilities

• Support the implementation and consistent application of HR policies, procedures and standards
• Coordinate HR operational activities and ensure timely delivery of HR services to employees and managers
• Maintain accurate, complete and confidential personnel records, documentation and HR databases
• Support employee lifecycle processes, including workforce planning, recruitment, onboarding, employee development and separation activities
• Ensure compliance with organizational policies, HR standards and applicable labour legislation
• Support employee relations processes and contribute to maintaining a positive, inclusive and respectful work environment
• Coordinate staff induction activities and support the implementation of learning, development and performance management processes
• Prepare and maintain HR reports, statistics and workforce data to support decision-making and planning
• Support internal and external audits through effective documentation, record management and compliance monitoring
• Promote diversity, equity, inclusion, staff wellbeing and Duty of Care initiatives across HR processes and practices
• Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the HR policies and procedures

Specific responsibilities

• Coordinate recruitment processes ensuring timely attraction, assessment, and hiring of qualified candidates, in liaison with line managers and in accordance with NRC policies and procedures.
• Prepare employment contracts and related supporting documentation, and maintain accurate, up-to-date and confidential employee records and HR systems throughout the employee lifecycle, in accordance with NRC requirements.
• Coordinate HR-related administrative processes, including onboarding logistics, travel arrangements, accommodation, and work permit and visa support, as required.
• Monitor probation periods, contract expiry dates, contract renewals, staff movements, and employee separation processes.
• Coordinate staff induction, NRC mandatory training requirements and learning and development activities, ensuring accurate training records and compliance with mandatory learning requirements.
• Support goal setting and performance management processes, and contribute to employee development initiatives, in liaison with line managers.
• Serve as a focal point for employee HR enquiries and provide guidance on HR policies, procedures, benefits, leave administration, and workplace practices.
• Coordinate the administration of staff benefit programs, including health and occupational accident insurance schemes, where applicable.
• Support the HR Manager in employee relations matters, disciplinary processes, grievance handling, and conflict resolution activities.
• Prepare HR reports, workforce statistics, and employee data analysis to support operational and management decision-making.
• Monitor and support compliance with NRC policies, HR standards, and applicable local labour, tax and social security legislation.
• Promote employee wellbeing, a positive workplace culture, staff engagement and Duty of Care initiatives, while supporting change and workforce transition processes as required.
• Support diversity, equity and inclusion initiatives aimed at fostering an inclusive workplace and promoting equal opportunities, including the recruitment, development, progression and retention of women.

Generic professional competencies

• Bachelor’s degree in Human Resources Management, Organizational Psychology, Law, or a related field.
• Minimum of 5 years of progressive HR management experience, preferably in an HR Coordinator or similar role within an NGO or humanitarian context.
• Experience across key HR functions, including recruitment, employee relations, performance management, and learning and development.
• Strong knowledge of local labour legislation and policies relevant to NGO operations.
• Proficiency in Microsoft Office applications, especially Excel, Word, and PowerPoint.
• Training facilitation and capacity-building experience.
• Experience supporting work permit, immigration, and visa processes.
• Experience with HRIS and employee records management.
• Strong interpersonal, communication, and relationship-building skills.
• Ability to handle sensitive and confidential information with professionalism and discretion.
• Strong planning, organizational, and problem-solving skills, with the ability to manage multiple priorities.
• Fluency in English and Portuguese, both written and verbal.

Context/ Specific skills, knowledge and experience

• Experience supporting field-based or multi-location HR operations.
• Knowledge of the labour market, legal framework, and socio-cultural context of Mozambique.
• Understanding of safeguarding, Duty of Care, diversity, equity and inclusion principles.
• Commitment to humanitarian principles, professional ethics, and confidentiality.
• Knowledge of local languages spoken in Cabo Delgado is an advantage.
