Consultancy to Develop M&E Software Temporário

1.       M&E Framework Metadata

System will enable capturing of the M&E plan based on the Logical Framework and the Results-Based monitoring and evaluation approaches. I should be possible to define the following:

a.       Inputs – financial, human, and material resources

b.       Activities – tasks undertaken

c.        Outputs – products and services

d.       Outcomes – behavioral changes

e.       Impacts – long term widespread improvement in society

f.         Performance indicators (quantitative and qualitative) – A variable that tracks the changes in the development intervention or shows results relative to what was planned

g.       Workflow rules on data review and approval

h.       Data aggregation and disaggregation rules

i.         Roles and Responsibilities for M&E Officers responsible for collecting monitoring data

2.       Data collection

The system should allow inputting of M&E monitoring data including:

a.       Baseline and targets data entry

b.       Periodically collect data on the indicators defined in the system using

                                                   i.      Online data-entry forms

                                                  ii.      Offline data-entry forms

c.        Upload documents and reports

3.       Data Analysis and Reporting

System to enable analysis and reporting on the collected M&E data.

a.       Dashboard showing real-time results in visual presentation

b.       Ability to drill-down and filter data

c.        Produce M&E reports on predefined templates

d.       Perform ad-hoc queries on data

e.       Export data to MS-Excel or CSV format for use in more advanced analysis tools like SPSS and NVIVO

4.       User management

System to have user management section:

•         Providing a role-based access management of system users to provide data security and privacy.

•         Alerting users on deadlines, due milestones etc.

•        Deploy the simplified M & E system capable of responding to all GCR indicators and results

•        Provide M & E training for the GCR team and ensure technology transfer

•         Developed and deployed M&E software  

• At least five (5) years of experience in software development
• Experience in M&E, ICT and data analysis and report writing using contemporary software
• A degree in Computer science or related area
• Masters or Advanced Degree in a related subject area is an added advantage
• Fluency in English required and knowledge of Portuguese an added advantage
